The Department of War Education Activity (DoWEA) is issuing a Sources Sought / Request for Information (RFI) to identify industry capabilities for a unified, enterprise Pre-K–12 Education Platform. Purpose

This RFI is for market research and acquisition planning only and does not constitute a solicitation. DoWEA seeks to understand current industry approaches to system integration, data architecture, interoperability standards, reporting capabilities, and cloud-based platform delivery models for a single, cohesive enterprise education platform.

Scope of Interest

DoWEA is interested in platforms that can unify instructional and enterprise systems on a shared or tightly integrated data foundation, reduce system fragmentation, and enable secure, near real-time reporting, analytics, and AI-enabled insights. Specific areas of interest include:

  • Student Information Systems (SIS): Enrollment, scheduling, grading, record management.
  • Learning Management Systems (LMS): Native or integrated solutions, SSO, grade pass-back.
  • Assessment Tools: Formative, benchmark, summative capabilities, secure test administration.
  • Special Education & Student Support: IEP/504, MTSS/RTI frameworks, intervention planning.
  • Enterprise Operations & Business Services: Finance/ERP, HR/HCM, Facilities/CMMS, Transportation, IT Service Management.
  • Unified Data, Analytics & Interoperability: Strong data interoperability, open API architecture (REST, LTI, Ed-Fi), near real-time analytics, AI-enabled insights.
  • Data Quality & Master Data Management: Automated validation, data quality dashboards.
  • AI & Advanced Analytics Enablement: Capabilities for instruction, student support, operational efficiency.
  • Communication & Engagement: Multi-channel outreach, two-way messaging, personalization.

Submission Details

Vendors should respond to relevant sections, distinguishing between mature and in-development features. Responses should be concise, use plain language, and may include diagrams. A maximum of 10 pages (excluding appendices) is allowed, with a high-level pricing overview requested. Responses are voluntary, and no reimbursement will be provided.
