Purpose & Scope
The government seeks to identify an 8(a) partner with a bona fide place of business in California, capable of self-performing a minimum of 50% of a wide range of electrical services. The potential IDIQ will cover repair, alteration, maintenance, and new installation of various electrical systems up to 34.5 kV, including grounding, airfield lighting, fire alarm, Energy Management and Control Systems (EMCS), Supervisory Control and Data Acquisition (SCADA) systems, generators, lightning protection, and cathodic protection. Work will be performed at Edwards AFB, Air Force Research Laboratory (AFRL), and Air Force Plant 42 in Palmdale, CA.
Submission Requirements
Interested firms must submit a Capabilities Statement, recommended to be 20-30 pages (excluding cover, table of contents, and attachments), in a single Adobe PDF file. Submissions must NOT contain any pricing or cost data.

- High Voltage (HV) Electrical Experience: Demonstrate direct, self-performed experience with electrical systems above 600V, providing detailed project examples including technical summaries, voltage levels, equipment, self-performance percentage, and challenges on military installations.

Mandatory Pre-Requisite Qualifications
