  • Access Control System (ACS): FIPS 201 compliant, using DoD Common Access Card (CAC).
  • Intrusion Detection System (IDS): High probability of detection with low nuisance/false alarm rates. All subsystems must be managed under a single, unified Physical Security Information Management (PSIM) or similar central management platform. The system must be standalone, cyber-secure, and capable of achieving a DoD Risk Management Framework (RMF) Authority to Operate (ATO). Compliance with numerous DoD and NIST publications, including NIST SP 800-171 and CMMC, is mandatory.

Submission Requirements

Interested parties, particularly small businesses, are requested to submit capability statements, limited to ten (10) pages, by June 24, 2026, 11:00 AM Pacific Time. Submissions must include:

  • Company information (UEI, CAGE, size, POC, GWACs/GSA Schedules).
  • 2-4 examples of similar projects within the last five years, detailing contract number, dollar value, period of performance, client, and work performed.
  • Specific experience in integrating multi-vendor ACS, IDS, and VSS in sensitive environments, implementing PSIM, and adhering to relevant DoD standards (UFC 4-021-02, UFC 4-010-06).
  • Technical approach to designing, installing, and accrediting a compliant ESS in a 24/7 operational hospital environment.
  • Description of cybersecurity accreditation capabilities and quality control processes.
  • Recommendation and justification for one of five draft PWS Courses of Action (COAs).
  • Market research pricing for the recommended COA.
  • Anticipated teaming or subcontracting strategy.
