Quick Summary
The Department of the Air Force is conducting market research through a Sources Sought Announcement for a Giant Voice Enhancement project at Hill Air Force Base, Utah. This initiative seeks a company or companies capable of providing a turn-key solution to engineer, furnish, install, and test enhancements to the existing SiRcom "Giant Voice" (GV) Emergency Mass Notification System (EMNS). Responses are due by June 11, 2026.
Purpose & Scope
This is not a solicitation but an RFI to identify potential sources for a future Firm-Fixed Price contract with an anticipated 1-year base period. The objective is to improve the GV system's capabilities, reliability, and coverage. The scope includes adding four (4) new 16-horn speaker stacks, one (1) Motorola brand repeater, and one (1) single horn speaker at each of the West, South, and Roy Gate entry points. All new GV hardware must be SiRcom brand, and all RF communication equipment must be Motorola brand, ensuring full integration with the existing system.
Key Requirements
The contractor will be responsible for a turn-key solution, including engineering, furnishing, installation, and testing. Performance standards require intelligible voice (≥ 50 dB @ 700 Yards) and tone (≥ 80 dB @ 700 Yards) coverage. Equipment must be environmentally durable (-10°F to 120°F, 100 knots wind) and include walk-up serviceable, securable cabinets with intrusion detection. New speaker stacks require ground-mounted solar panel trickle chargers. The system must utilize open architecture software for operations and health monitoring, prohibiting proprietary, closed-loop systems. Deliverables include a Project Plan, O&M manuals, As-Built Drawings, software, licenses, and training.
Submission Details
Interested firms must submit an UNCLASSIFIED technical capabilities statement, limited to 5 pages. Responses are due no later than 1400 MST on June 11, 2026. Submissions should be emailed to Contract Specialist Samantha Holweger (samantha.holweger.1@us.af.mil) and Contracting Officer Stephanie Hatlem (stephanie.hatlem@us.af.mil). Phone calls or faxes will not be accepted.
