Scope of Work
USTRANSCOM seeks sources capable of providing scheduled transportation of Department of War-owned bulk fuels, including Jet A Aviation Fuel (JAA), Jet Propellant 5 (JP5), and F76 Marine Diesel. Services are required between all United States ports and points on the Gulf of America and the lower Mississippi River and their connecting waterways and tributaries. Key requirements include:
- 24/7 availability of equipment and crew.
- USCG compliant tug and barge systems.
- Specific tank barge capacities (not exceeding 30,000 bbls, calibrated to at least 25,000 bbls).
- Ability to meet performance standards for cargo pumping (2,000 BPH at 100 PSI) and tank stripping.
- Provision of a USCG Endorsed Tankerman.

Submission & Evaluation
