Statement of Work (SOW) / Performance Work Statement (PWS)

Request for Information (RFI)

This RFI seeks information from industry regarding scheduled fuel barge transportation services in the Gulf region for USTRANSCOM. The goal is to understand market capabilities, existing solutions, and industry needs to inform future acquisition strategies. This is for informational and planning purposes only and is NOT a Request for Proposal (RFP). No contract will be awarded from this RFI.

• Transportation of Department of War-owned bulk Jet A Aviation Fuel (JAA), Jet Propellant 5 (JP5), and F76 marine diesel.

• Services required between all United States ports and points on the Gulf of America and the lower Mississippi River and their connecting waterways and tributaries.

• Tug and barge systems must be compliant with the coastwise laws of the United States.

• Services must be available 24 hours per day, 7 days per week.

• Period of Performance: 1 April 2027 – 31 March 2032.
