Quick Summary
The Department of the Air Force is conducting a Sources Sought / Request for Information (RFI) to identify potential Commercial-Off-the-Shelf (COTS) solutions for replacing the Oracle User Productivity Kit (UPK). This effort aims to procure a modern Digital Adoption Platform (DAP) to provide continuous, in-application training and contextual support for the mission-critical Defense Enterprise Accounting and Management System (DEAMS), which serves over 26,000 users. The current UPK tool is nearing end-of-life, posing an operational risk. Responses are due by April 6, 2026, at 5 PM EST.
Purpose & Scope
This RFI is for market research purposes only and is not a solicitation. The government seeks to conduct a market analysis to inform a future acquisition strategy for a DAP. The chosen solution must integrate with Oracle-based financial management systems and support a large user base across 170+ installations. Key functional areas include:
- Content Authoring & Development: No-code creation, multi-format recording, rich editing, localization, and UPK migration.
- Agile Content Lifecycle Management & Governance: Centralized library, DevSecOps integration, version control, and role-based access.
- Content Delivery & End-User Experience: In-application guidance, user segmentation, cross-application support, and AI-powered assistance.
- System & Technical Requirements: Preference for FedRAMP Moderate/High SaaS, proven Oracle E-Business Suite integration, scalability, and comprehensive analytics.
- Security, Compliance, & SCRM: Adherence to FedRAMP, CMMC, DoW security, Section 508, SSDLC, SBOM, FAR 52.204-25, and exclusion of prohibited products.
Submission Requirements
Respondents must provide information structured into specific sections: Company Information, Solution Overview, Security, Compliance, and SCRM Questionnaire, Past Performance & Experience, and Rough Order of Magnitude (ROM) Pricing. A "Capability Matrix" (Attachment 1) must also be completed, detailing compliance with specific requirements across the functional and technical areas. Responses should not exceed 20 pages and must be submitted in PDF format via email, including a detailed pricing model for a 26,000+ user environment.
