Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the management and operation of a Residential Reentry Center (RRC) that provides comprehensive community-based services for individuals in the custody of the Bureau of Prisons (BOP) or under the supervision of the U.S. Probation and Pretrial Services.

• Development of release plans and procedures.

• Oversight of resident driving privileges and community treatment services.

• Management of home confinement and escape procedures.

• Compliance with BOP inspections and monitoring.

Request for Information (RFI)

This RFI is issued by the Federal Bureau of Prisons (Bureau) to gather information for an upcoming solicitation. The Bureau is seeking information on qualified sources for Residential Reentry Center (RRC) services and Home Confinement (HC) services for male and female offenders within the city limits of Pawtucket, Rhode Island. The Home Confinement radius is within 100 miles of the RRC facility.

• The upcoming solicitation is anticipated to be for an IDIQ contract with tiered pricing.

• It will include a guaranteed minimum and an estimated maximum number of placements.

• Services will be solicited under a single procurement, requiring the offeror to provide all services.

• Estimated maximum of 20 In-House placements (18 male, 2 female) and 8 Home Confinement placements.

• This RFI is for information and planning purposes only and does not constitute a solicitation or commitment to contract.

• Responses to this RFI should include comments addressing the Government's requirements, assumptions, conditions, or contemplated approaches, and suggestions for innovative approaches that could result in cost savings.

• Do not submit proposals, offers, white papers, brochures, or marketing materials.

• The RFI asks vendors to provide their Socio-Economic Category (e.g., HUBZone, 8(a), Small Business, Veteran Owned, etc.) and North American Industry Classification System (NAICS) codes.

• The Bureau is seeking input from providers regarding the feasibility of offering these services in the specified geographical area.

• The RFI includes a questionnaire covering experience, local ordinances, area concerns, location suitability, zoning, transportation, job placement potential, unique laws, and environmental issues.
