Rationale for Sole Source

Market research conducted in FY26 indicated that only MSD's technology incorporates the sealed-plate reading capability essential for safe operation in space-constrained mobile laboratories, particularly without primary engineering controls. Other systems pose unacceptable aerosolization risks when analyzing biological toxins. MSD is identified as the only known source capable of meeting these minimum needs without unacceptable technical, validation, safety, interoperability, and schedule risks. Transitioning to an alternative platform would necessitate significant additional verification, validation, qualification, retraining, and logistics changes, which are deemed impracticable.
