Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Army has issued a Notice of Intent to Sole Source a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to Meso Scale Diagnostics, LLC (MSD). This contract is for Electrochemiluminescence (ECL) analyzers and associated proprietary consumables to support biological reconnaissance and surveillance missions. The estimated value is $9,000,000.00. Interested parties must submit capability statements by April 9, 2026.
Purpose & Scope
This notice announces the Government's intent to award a single-award IDIQ contract with a five-year ordering period. The requirement includes:
- ECL analyzers: Specifically, the MSD SQ120 BT analyzer (designated replacement for the obsolete MSD PR2 1800 system).
- Proprietary consumables: Immunoassay kits, reagents, and related items.
- Software & Support: Associated software, licensing, and support necessary for system operation.
The Government's minimum needs require a commercially available platform that is compatible with Government-validated assays (Staphylococcal enterotoxin B, Botulinum toxin, Ricin toxin), can be operated safely in mobile laboratory environments without primary engineering controls, is compatible with existing MSD workflow, and supports continuity of operations, training, and logistics for the current user base.
Contract Details
- Contract Type: Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ)
- Ordering Period: Five years
- Estimated Value: Approximately $9,000,000.00
- Authority: 41 U.S.C. § 1901, as implemented by FAR 13.501(a)(1)(ii) for sole source under simplified acquisition procedures.
- Set-Aside: Not applicable (Sole Source)
Rationale for Sole Source
Market research conducted in FY26 indicated that only MSD's technology incorporates the sealed-plate reading capability essential for safe operation in space-constrained mobile laboratories, particularly without primary engineering controls. Other systems pose unacceptable aerosolization risks when analyzing biological toxins. MSD is identified as the only known source capable of meeting these minimum needs without unacceptable technical, validation, safety, interoperability, and schedule risks. Transitioning to an alternative platform would necessitate significant additional verification, validation, qualification, retraining, and logistics changes, which are deemed impracticable.
Capability Statement Requirements & Response
This is an informational notice, not a solicitation. Interested sources may submit a capability statement providing clear and convincing evidence that they can meet the Government's minimum needs. Statements should include:
- Company information (name, address, CAGE, POC).
- Detailed description of the proposed analytical system and technical specifications.
- Evidence of compatibility with Government-validated assays or a plan to establish it.
- Data demonstrating safe operation in mobile labs without primary engineering controls, addressing aerosolization risks.
- Description of required consumables, software, licensing, and proprietary features.
- Discussion of interoperability, transition, training, validation, and schedule impacts of replacing or supplementing the MSD platform.
The Government will use these statements to determine if a competitive procurement is feasible.
Response Details
