Notice of Intent to Award a Sole Source Contract

This document is a notice of intent from the Department of the Army to award a sole-source, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to Meso Scale Diagnostics, LLC (CAGE: 1ZHK4). The procurement is for the continued supply of Electrochemiluminescence (ECL) analyzers and associated proprietary consumables to support biological reconnaissance and surveillance missions. The statutory authority cited is 41 U.S.C. § 1901, implemented by FAR 13.501(a)(1)(ii).

• ECL Analyzers: Specifically, the Meso Scale Diagnostics (MSD) SQ120 BT analyzer, as a replacement for the obsolete MSD PR2 1800 system.

• Proprietary Consumables: Immunoassay kits, reagents, and related consumables.

• Software & Support: Associated software, licensing, and support for system operation.

• Minimum Needs: The platform must be commercially available, compatible with Government-validated assays (Staphylococcal enterotoxin B, Botulinum toxin, Ricin toxin), operable safely in mobile laboratories without primary engineering controls, compatible with existing MSD analyzer workflow, and support continuity of operations.

Market research indicated that only MSD's technology offers the sealed-plate reading capability necessary for safe operation in space-constrained mobile laboratories. Other systems pose aerosolization risks. MSD is considered the only known source that meets the Government's minimum needs without unacceptable technical, validation, safety, interoperability, and schedule risks. Transitioning to an alternative platform would require significant additional validation, qualification, retraining, and logistics changes.

• Purpose of Notice: To identify any responsible sources that can meet the Government's minimum needs.

• Not a Solicitation: This is not a request for quotations or proposals.

• Capability Statement: Interested parties may submit a capability statement.

• Consideration: Submitted capability statements will be used to determine if a competitive procurement is feasible or if the sole-source award will proceed.

Request for Information (RFI)

This RFI is issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) for market research purposes. The Army is seeking information on industry capabilities to provide electrochemiluminescence (ECL) analyzers and associated consumables for identifying microorganisms, viruses, and microbial toxins. A key requirement is the ability for consumable assays to utilize government-furnished capture and detection antibodies.

• ECL analyzers and associated consumables.
• Consumable assays must have the option to use government-furnished capture and detection antibodies.
• Focus on identification of toxins of biological origin (e.g., ricin, botulinum, staphylococcal enterotoxin B).
• Analyzer system must protect operators from hazardous sample exposure.
• Analyzer should meet MIL-STD-810 requirements.
• Information on whether the product is commercial per FAR 2.101.

• The Government is not obligated to acquire any supplies or services.

• Responses will be used for Government consideration only.

• No payment will be made for costs incurred in responding.
