Quick Summary

The Mission & Installation Contracting Command (MICC), on behalf of the Army Sustainment Command (ASC), has issued a Request for Information (RFI) for Enterprise-Wide Consolidated Laundry and Dry-Cleaning Services (CONUS-Wide). This RFI seeks industry input to explore the feasibility of consolidating L&DC services across approximately 16 Army installations into a single Indefinite Delivery Indefinite Quantity (IDIQ) or Blanket Purchase Agreement (BPA). Responses are due June 8, 2026.

Purpose & Scope

This RFI is for market research and planning purposes only. The government aims to gather information to determine:

  • The existence of a vendor pool capable of providing L&DC services on a regional or national scale.
  • Industry's capacity to meet requirements outlined in an attached example Performance Work Statement (PWS).
  • Potential challenges and benefits of a consolidated contract from industry's perspective.
  • Feedback on the proposed acquisition strategy to refine the government's approach.

Services include pickup, laundering, dry cleaning, folding, bundling, repair, and delivery of government-owned items such as linens, uniforms, and Organizational Clothing and Individual Equipment (OCIE). The contractor will be responsible for all labor, supervision, transportation, quality control, and adherence to federal, state, local, and military regulations, including stringent security and personnel requirements for installation access. The services are currently managed individually at installations including Presidio of Monterey, Fort Hood, Fort Bragg, Fort Hunter Liggett, Fort Bliss, Fort McCoy, Fort Rucker, Fort Meade, Fort Gordon, Fort Knox, Fort Huachuca, Fort Devens, Fort Leonard Wood, Fort Jackson, Fort Sill, and Fort Benning.

Key Information Sought

The RFI specifically requests feedback on:

  • Corporate Capability and Experience: Company overview, annual processing volume, geographic scope, and experience with similar scale contracts, especially with the DoD and multi-location management.
  • Technical and Operational Approach: Details on pickup, processing, delivery, ability to meet turnaround times (e.g., three-business-day, same-day for Military Funeral uniforms), accountability systems, and handling of damaged items/government-furnished property.
  • Consolidation Strategy Feedback: Advantages/disadvantages of consolidation, preference for prime/subcontractor roles, feedback on a Firm-Fixed-Price (FFP) per-piece IDIQ/BPA structure, optimal installation clustering, and identification of restrictive PWS requirements.
  • Socioeconomic Considerations and Teaming: Socioeconomic status, capacity for all 16 locations (especially for small businesses), teaming strategies, and feedback on partial versus single national set-asides.
