Scope of Work
NAVAIR is seeking firms capable of providing turbojet engines that produce a minimum of 2850 lbf continuous Sea Level Static (SLS) thrust. The propulsion system must fit within a cylindrical cavity of approximately 40 inches long and 22 inches in diameter. The engine can be a modification of an existing design or a new design, provided the development cycle meets schedule thresholds. Required auxiliary systems include power generation, engine and fuel controls, gearbox, lubricant, and integration subsystems. Engines must be developed, qualified, and/or have a certified overhaul procedure by 2029. This effort aims to bridge the gap to the next Full-Scale Aerial Target.
Contract & Timeline
This is an RFI for market research purposes and does not constitute a solicitation or commitment to award. The government is considering utilizing the Naval Air Systems Consortium (NASC) to potentially award one or more OTAs. Production of the BQM-34S target is anticipated to begin no earlier than 2030, with deliveries starting no earlier than 2031, at an approximate rate of 25 targets per year.

Submission & Evaluation
Responses should be submitted in Microsoft Word or Adobe PDF format. Capability Statements should not exceed 30 pages (excluding the cover page). Respondents must address specific questions regarding engine development, production, repair and overhaul, security, and corporate capability. Submissions must include the RFI Reference Number, company name, CAGE code, UEI number, and point of contact information. This RFI is for planning purposes, and the government will not compensate respondents for any costs incurred.

Information submitted is voluntary and may be reviewed and used across the government, including by contractor support personnel. Classified material should not be submitted. The effort will be briefed at the NASC Membership Meeting on June 25, 2026, which is limited to NASC members.
