Quick Summary

The Defense Logistics Agency (DLA) Troop Support is conducting a Request for Information (RFI) for Fresh Bread & Bakery Products to support military customers in the Puerto Rico Zone. This market research aims to gather industry feedback for a future Indefinite Quantity Contract (IQC). Responses are due June 1, 2026.

Purpose of RFI

This RFI serves as market research to assist DLA Troop Support's Subsistence Produce and Market Fresh Program in crafting an appropriate solicitation for fresh bread and bakery items. It seeks comments and feedback from interested suppliers. This is not a solicitation, and the Government will not pay for information received. Proprietary information will be protected if appropriately marked.

Scope of Future Requirement

DLA Troop Support intends to issue a solicitation for one or more Indefinite Quantity Contracts (IQCs) to supply fresh bread and bakery products to military customers in the Puerto Rico Zone. The proposed contract ordering period is August 29, 2026, to August 26, 2028, for customers in Group 1. The market research survey indicates a potential contract period of performance of 12 months with a maximum value of $350,000.00. Products must meet specific freshness requirements, including mold inhibitors and commercial temperature standards. Offerors will be required to propose on all items for each group they offer on.

Key Information from Market Research Survey

The attached "Market Research Survey-PR Bread.pdf" requests information on:

  • Current manufacturing capabilities for fresh bread and bakery products.
  • Past experience with the Federal Government, SAM.gov and DIBBS registration status, and business size.
