Purpose & Overview
This RFI is for information and planning purposes only, not a Request for Proposal (RFP). The Air Force is seeking industry input to analyze various product support strategies for the E-7A aircraft, which will replace a portion of the E-3 Sentry AWACS fleet. The BCA will cover a fleet size of 2-26 aircraft and guide future sustainment decisions.
Key Requirements / Deliverables
The BCA must analyze costs, benefits, and risks of different product support strategies at both field and depot levels. It requires analysis of at least three alternatives:
- Alternative 1: Organic Field-Level and Depot-Level Sustainment.
- Alternative 2: Hybrid Field-Level Sustainment (Contractor) and Contractor Depot-Level Maintenance.
- Alternative 3: Hybrid-to-Organic Field-Level Sustainment and Hybrid-to-Organic Depot-Level Maintenance (Public-Private Partnership). The analysis must include detailed Life-Cycle Cost (LCC) estimates, qualitative and quantitative benefit analysis against Key Performance Parameters (KPPs) like Materiel Availability, and thorough risk/sensitivity analysis, adhering to DoD Product Support BCA Guidebook directives.
Submission Requirements
Interested parties should submit a capabilities statement (max 15 pages) addressing:
- Corporate Experience: Company overview, experience with Product Support BCAs for major DoD weapon systems (especially large airframes or C4ISR systems), and experience analyzing different sustainment strategies.
- Technical Approach & Capabilities: Proposed methodology, analytical tools, cost models, data sources, and capabilities for accessing/analyzing technical and supply chain data.
- Personnel Qualifications: Qualifications, certifications, and experience of key personnel.
- Cost and Schedule: Rough Order of Magnitude (ROM) cost estimate and estimated timeline.
- Government Requirements: Identification of any information needed from the government.
Contract Details
This is an RFI for planning purposes only; it is not an RFP. The Government will not pay for information submitted. Not responding does not preclude future RFP participation.
