This RFI seeks information from interested companies to perform a comprehensive Product Support Business Case Analysis (BCA) for the U.S. Air Force E-7A aircraft fleet. The E-7A aircraft is being acquired to replace a portion of the E-3 Sentry Airborne Warning and Control System (AWACS) fleet and will provide airborne early warning, surveillance, and battle management capabilities. The BCA aims to identify the most effective and efficient product support strategy for the E-7A fleet throughout its planned life cycle.

The BCA must analyze costs, benefits, and risks of different product support strategies at both the field and depot levels. It must analyze at least three product support alternatives:

• Alternative 1: Organic Field-Level and Depot-Level Sustainment.
• Alternative 2: Hybrid Field-Level Sustainment (Contractor) and Contractor Depot-Level Maintenance.
• Alternative 3: Hybrid-to-Organic Field-Level Sustainment and Hybrid-to-Organic Depot-Level Maintenance (Public-Private Partnership).

The analysis for each alternative must include a detailed Life-Cycle Cost (LCC) estimate, qualitative and quantitative benefit analysis against Key Performance Parameters (KPPs) like Materiel Availability, and a thorough risk and sensitivity analysis. The final report must comply with DoD Product Support BCA Guidebook and related directives.

Interested parties are requested to submit a capabilities statement (no more than 15 pages) addressing:

• Corporate Experience: Company overview, experience with Product Support BCAs for major DoD weapon systems (especially large airframes or C4ISR systems), and experience analyzing different sustainment strategies.
• Technical Approach & Capabilities: Proposed methodology for the E-7A BCA, analytical tools, cost models, data sources, and capabilities for accessing/analyzing technical and supply chain data for a fleet size of 2-26 aircraft.
• Personnel Qualifications: Qualifications, certifications, and experience of key personnel (no resumes).
• Cost and Schedule: Rough Order of Magnitude (ROM) cost estimate and estimated timeline for completion.
• Government Requirements: Identification of any information needed from the government.

This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment to contract. The government will not pay for any information or administrative costs incurred in response to this RFI.

This RFI seeks information from companies capable of performing a comprehensive Product Support Business Case Analysis (BCA) for the United States Air Force E-7A aircraft fleet. The BCA aims to identify the most effective and efficient product support strategy for the E-7A throughout its lifecycle, informing the Air Force's sustainment enterprise decisions. This RFI is for planning purposes only and does not constitute a commitment to procure services or issue a Request for Proposal (RFP).

The E-7A aircraft is being acquired to replace a portion of the E-3 Sentry AWACS fleet, providing critical airborne early warning, surveillance, and battle management capabilities. The analysis will accommodate a fleet size of 2 to 26 aircraft.

The BCA must analyze costs, benefits, and risks of different product support strategies, covering both field-level (organizational/intermediate) and depot-level sustainment. Three alternatives are to be analyzed:

• Alternative 1: Organic (Government personnel and facilities for all functions).
• Alternative 2: Hybrid (Single prime contractor for field and depot sustainment - Contractor Logistics Support).
• Alternative 3: Hybrid-to-Organic (Public-Private Partnership, with a phased transition to full organic support).

The analysis must adhere to the DoD Product Support BCA Guidebook and relevant DoDI, DAFI, and DAFMAN guidance. It should include Life-Cycle Cost (LCC) estimates, benefit analysis against Key Performance Parameters (KPPs) like Materiel Availability, and risk/sensitivity analysis.

• Corporate Experience: Company overview, CAGE code, business size, socioeconomic status, and specific experience with BCAs for major DoD weapon systems (especially large airframes or C4ISR systems), and analyzing sustainment strategies (organic, CLS, hybrid).

• Technical Approach & Capabilities: Methodology for the E-7A BCA, analytical tools, cost models, data sources, and capabilities for accessing/analyzing military weapon system data.

• Personnel Qualifications: Qualifications of key personnel (Program Manager, Lead Analyst).

• Cost and Schedule: Rough Order of Magnitude (ROM) cost estimate and estimated timeline for BCA completion.

• Government Requirements: Identification of any information needed from the government to complete the BCA.

• Due Date: 11 May 2026, 5:00 PM EST.
