Performance Work Statement (PWS)

The objective of this effort is to acquire continuous, safe, and efficient maintenance services for utility carts and specialized equipment for the U.S. Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) in Alexandria, Virginia.

This PWS covers maintenance for approximately 13 Diesel Kubota utility carts, 7 Electric carts, 2 forklifts, 1 John Deere backhoe, and 1 Bobcat front loader. The contractor must provide all labor, equipment, and materials for scheduled (monthly, quarterly, semi-annual, annual) and unscheduled maintenance and repairs. Services include checks, fluid changes, lubrication, cleaning, and component inspections as detailed for each vehicle type.

• Maintenance must be completed accurately and on schedule, per manufacturer specifications.

• All parts and consumables are the contractor's responsibility.

• Performance will be monitored by the Contracting Officer’s Representative (COR).

• A Performance Requirements Summary (PRS) outlines specific performance objectives and acceptable quality levels (AQLs), with 99%-100% AQLs for most tasks. Failure to meet standards may result in CPARS entry.

• Service completion reports are due by the 25th of each month in Excel format.

• Period of Performance: One-year base period (August 30, 2026 - August 29, 2027) with four one-year option periods.

• Place of Performance: USCG C5ISC facilities, MK Shop (Building P03) at 7323 Telegraph Rd, Alexandria, Virginia 22315.

• Hours of Operation: Generally 0730-1600 EST, Monday-Friday, with potential for work outside these hours if approved by COR.

• Personnel: Contractor must provide qualified technicians with documented experience/certifications. A Customer Service Manager is required as a single point of contact, available via phone and must respond to issues within 24 hours.

• Safety: Adherence to OSHA regulations and USCG-specific safety requirements is mandatory. Contractor is responsible for hazardous waste disposal.

• Security: Contractor personnel require a Visitor’s Access Request (VAR) and must comply with installation security regulations. Access to Privacy Act information may be required.

• Reporting: Monthly service completion reports, accident reports, and Safety Data Sheets (SDS) for hazardous materials are required.

• Property: Contractor is responsible for any damage to Government property.

• Travel: All travel costs must be included in the Firm Fixed Price quote; no reimbursement.
