Purpose & Background
This RFI is for planning purposes only and does not constitute a solicitation or obligation to acquire services. The information gathered will inform the DAF's acquisition strategy, Statement of Objectives (SOO), Performance Work Statement (PWS), and performance specifications. PBES, fully deployed in December 2021, subsumed four legacy Planning, Programming, Budgeting and Execution (PPBE) systems (ABIDES, RAPIDS, FSDM, ETT) to provide comprehensive, transparent, and timely financial information for budget and resource allocation decisions.
Capabilities Sought
The government is seeking information on vendor experience and capabilities in:
- PBES Support: Software configuration, capability support, user support, and continuous improvement for PBES.
- Technical Expertise: Experience with Oracle technologies (EPM, OAS, DB Server, ODI, DRM, Hyperion Planning, Essbase), RHEL, Windows Server, and their application to PBES functions (POM, BES, RAP, PB).
- DAF PPB Processes: Supporting DAF PPB processes at MAJCOM and Air Staff levels, including functional SME support for POM, BES, and PB processes from Major Command to Office of Secretary of Defense levels.
- Data Management & Interfaces: Oracle DRM or similar MDM tools in a federal financial context, and developing/maintaining automated data interfaces.
- Agile & Cloud Environment: Delivering new capabilities and reducing technical debt in a Cloud One AWS environment using Agile, CI/CD, or DevSecOps processes.
- Staffing & Security: Providing staff with appropriate certifications (software development, cybersecurity, database administration, project management), security clearances (SIPR network), and IA Workforce Certifications (IAT II or higher).
- Project Management: Managing project timelines, milestones, deliverables, communication, risk, change, QA, and testing for timely delivery.
- Training & Knowledge Transfer: Creating system training materials, providing training to government personnel, and documentation for long-term sustainability.
- Cybersecurity: Supporting cybersecurity readiness, software upgrades, and delivering new capabilities with minimal downtime.
Submission Requirements
- Response Due: May 8, 2026, 7:00 PM ET.
- Format: Responses should be 10 pages or less (excluding cover page, table of contents, and list of acronyms), using Times New Roman 12pt font, 1-inch margins, and 8.5 x 11-inch page size.
- Content: Include responses to Contractor Capability Statements (Attachment 1), company information (NAICS code, business size, certifications, ownership), and address any Organizational Conflict of Interest (OCI) concerns.

Eligibility & Set-Aside
Both large and small businesses are encouraged to participate. Contractors must be registered in SAM.gov to be eligible for any future award. The government may consider a small business set-aside based on the responses received.
