Quick Summary

UChicago Argonne, LLC, operator of Argonne National Laboratory (ANL), has issued a Request for Proposal (RFP) for the ALCF Artemis Compute Cluster. This opportunity seeks a contractor to provide compute hardware, software/licensing, installation, and maintenance/support services for a new Kubernetes and Virtualization environment. Proposals are due by June 12, 2026.

Purpose & Scope

The objective is to acquire and install the "Artemis" compute cluster for the Argonne Leadership Computing Facility (ALCF). This cluster will serve as a Kubernetes and Virtualization environment, hosting user and facility services with connectivity to existing HPC systems, storage, and networking. The scope includes providing 36 compute nodes with specific CPU (supporting confidential computing), Memory, Storage, Networking, and Power requirements.

Key Requirements

The contractor must provide on-site installation services at ANL's Building 240 Data Center, adhering to Argonne safety regulations. This includes racking nodes and installing copper cabling for the management network. A five-year, 9x5 next business day (NBD) on-site parts replacement service is required, along with on-premises hardware monitoring software. Performance standards include acceptance testing (racked, inventoried, booting RHEL, functional components, current firmware) and robust cybersecurity processes for vulnerability remediation, secret rotation, and disclosure of default accounts. Hardware solutions must be compatible with various Kubernetes distributions.

Contract Details

This is a firm fixed-price solicitation. There is no set-aside specified for this opportunity. The period of performance includes system delivery as soon as possible, installation and acceptance within 30 days of delivery, and five years of support and maintenance post-acceptance.

Submission & Evaluation

Proposals must be submitted via email to atkinson@anl.gov by June 12, 2026, at 4:30 PM CST. Submissions should be in three separate email attachments: Technical, Business Management, and Cost/Price. The award will be made based on a Best Value/Trade-Off methodology. Evaluation factors, in descending order of importance, are: Technical Proposal (Overall Technical Requirements, Maintenance and Support, Installation Services), Price Proposal, and Business/Management Proposal (evaluated for Contractor Responsibility on a pass/fail basis). Offerors must use the provided Pricing Proposal Form (Enclosure No. 3) and include a detailed Bill of Materials.

Special Conditions

Bidders must comply with stringent on-site requirements detailed in Appendix E ANL-366M, including explicit approval for on-site work, indemnity clauses, and comprehensive Environment, Safety, and Health (ES&H) regulations. Specific insurance requirements (e.g., Commercial General Liability, $10M Umbrella Liability, Workers' Compensation, Professional Liability) are outlined in Appendix E.1 ANL-366TCSB for work at Building 240. UChicago Argonne LLC is sales tax-exempt, which bidders should consider in pricing. Offerors must complete the ANL-70B Representations and Certifications. SAM.gov registration is encouraged prior to award.
