Quick Summary
The United States Coast Guard (USCG) is soliciting Request for Proposals (RFP) for a Direct Lease with an Option-to-Purchase (OtP) for 48 new family housing units in the North Bend / Coos Bay, Oregon area. This initiative aims to provide housing for eligible USCG personnel and their families. Proposals are due by June 16, 2026.
Scope of Work
The USCG requires 48 housing units with specific configurations:
- 30 units: 3-bedroom / 2-bath
- 14 units: 4-bedroom / 2-bath (minimum), with 4 of these meeting federal ADA guidelines
- 1 unit: 3-bedroom / 2-bath (basic amenities, near perimeter)
Units should include 2-car garages and off-street parking. Acceptable layouts are single family, duplex, or 4-plex. The USCG prefers all units to be co-located within a single subdivision, integrated into a larger community, but will consider alternatives. Construction must adhere to all local, state, and federal codes.

The OtP agreement will be part of the lease, granting the USCG first right-of-refusal to purchase. An OtP Fee, negotiated at lease execution, will be held in escrow and applied to the purchase price if exercised, or released to the vendor if not. The USCG may take up to the maximum lease term (5 years) to decide on purchase.

Vendors must include:
- Housing Units: Floorplans, mechanical systems, appliance packages, general construction details, asking purchase price per unit, and estimated monthly rent.
