Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the solicitation for remote managed services for the Jeron Provider® 790 system at the Atlanta VAMC.

• Warranty Status: Jeron devices have a 5-year warranty from purchase. VAMC installed the system in 2023. The SOW does not include hardware/software replacement outside warranty. The VA will not provide a current warranty status report at contract award; contractors must assess independently.
• Hardware Quoting: Section II states "No additional nurse call equipment will be provided." This means contractors should only quote software support services (Section IV), not additional hardware, unless needed for quick swap in field, in which case current installed equipment is repaired via RMA from Jeron.
• Jeron System Details: The SOW references 29 units for software modules. There is 1 main head end interface, with the rest being gateways and related network connection or user equipment. The VA did not confirm the total number of active Jeron Provider® 790 server nodes and client workstations.
• Third-Party Integrations: Contractor is responsible for supporting Jeron integrations only when the fault lies within the Jeron software itself, not when issues originate in third-party systems.
• Remote Access: VA Centrix is the only approved remote access method. New vendors must ensure their computers and networks are compliant and use VA-required access methods.
• ATO and Security Documentation: The Jeron Provider® 790 system has an Authority to Operate (ATO) with the VA, and previous security documentation (ERA) is on file.
• Software Updates: There are no known pending updates or upgrades for the current Jeron Provider® 790 software deployed at Atlanta VAMC.
• Network Monitoring: The VA does not have an existing network monitoring platform for this service. Contractors must integrate with or establish their own toolset subject to VA approval.
• Factory Certification: Factory certification and training are required for staff providing remote support. On-site technicians also need to be factory certified and trained.
• Onsite Administrator (CLIN 0003): This CLIN has been removed from the RFQ for all years. No Onsite Administrator is needed.
• Performance Expectations: Proactive system health monitoring, optimization, and preventive maintenance are preferred over strictly reactive break/fix support. Response times are within 2-24 hours max, with 99.9% uptime required due to the life safety/patient safety nature of the system.
• Cybersecurity Compliance: Contractor personnel performing remote administration must comply with specific VA cybersecurity frameworks and controls, and integrate with VA enterprise monitoring or logging platforms, as remote access is through the VA network.

These clarifications provide specific details on warranty, hardware quoting, system configurations, support responsibilities, remote access methods, and performance expectations, which bidders must incorporate into their proposals. The removal of CLIN 0003 (Onsite Administrator) significantly alters the scope for that specific item.

The contract will provide service contract support for software and network equipment for the Jeron Nurse Call system located at the Department of Veterans Affairs, AVAHCS JMC Atlanta Medical Center in Decatur, GA.

• Software Support and Assurance: Includes providing software updates for the Jeron Provider® 790 Nurse Call System, ensuring the most current version is installed remotely. Also includes providing training to VA staff on system changes.

• Annual Technical Efficiency Review: A comprehensive annual review of the Jeron Provider® 790 Nurse Call System to ensure optimal performance and identify improvement opportunities.

• Remote Managed Services: Includes 24x7x365 Remote Service Desk support, diagnostics, proactive maintenance (updates, firmware upgrades, system checks), and troubleshooting.
