Quick Summary

The U.S. Marine Corps is conducting market research via a Request for White Paper (RFW) for the Organic Precision Fires - Medium (OPF-M) System. This RFW seeks innovative solutions for a man-portable, organic, loitering, beyond line-of-sight, precision strike capability against armored targets. The goal is to inform future acquisition strategy under 10 U.S.C. § 4022. White papers are due May 26, 2026.

Purpose & Scope

The OPF-M program aims to provide the Fleet Marine Force with a tactical, dismounted system capable of engaging armored targets beyond direct fire ranges, minimizing collateral damage. The Marine Corps is interested in current technology for man-portable loitering munition systems. This RFW is not a solicitation but may lead to invitation-only procurement.

Key Requirements (Baseline System Capabilities - BSC)

Respondents should detail solutions addressing:

  • Lethality: Maximize anti-armor kills (RHAe), Automatic Target Tracking (ATT) day/night.
  • Portability: All-up-round system <35 lbs, Ground Control Station (GCS) <20 lbs, man-portable by two Marines. Modular design with removable warhead/power pack.
  • Range & Endurance: Munition range >25 km from GCS, loiter time >20 minutes at 25 km.
  • Control & Safety: Waypoint navigation, in-flight re-tasking, operator-commanded abort, Man-in-the-Loop system.
  • Training: Reusable inert rounds and GCS simulation mode.

Capability Growth Areas (CGA)

Future development areas include payload improvements, operation in contested environments, target identification, communication resiliency, multi-system operation, signature management, and expanded operational environments.

Acquisition & Timeline

  • Type: Request for White Paper (Market Research)
  • Anticipated Acquisition: Prototype OTA Award in FY26 Q4 (for FY27 awards), with Production Awards potentially beginning in FY28.
  • White Paper Due: May 26, 2026, 10:00 AM Eastern Time
  • Questions Due: May 8, 2026, 10:00 AM Eastern Time
  • Published: May 13, 2026

Submission & Evaluation

White papers are limited to 15 pages (including cover) and must be structured into four parts: BSC, Programmatic & Production Plan, CGA, and Corporate Experience. Submissions are electronic via DoD SAFE. The Government will evaluate submissions for alignment with BSC, production capabilities, and CGA feasibility. Respondents whose submissions align may be invited to a subsequent procurement. Debriefs will not be provided.

Eligibility

Solutions are sought from both traditional and non-traditional defense contractors. Information on business size/type and subcontracting goals is required.

Additional Notes

Do not submit classified information. This RFW does not obligate the Government to issue a solicitation or make any award.
