This is a combined synopsis/solicitation for commercial items, specifically network switches, for the Bureau of Reclamation's Northern California Area Office (NCAO) at the Keswick & Trinity facilities. The government intends to award a Firm-Fixed Price Purchase Order.

• Cisco network switches and related equipment as listed in the Pricing Schedule.

• All items must be new and unused.

• Products must be capable of transmitting, receiving, processing, forwarding, and storing digital information using IPv6 and IPv4 protocols.

• Offerors must provide a Manufacturer's Authorization Form (MAF) from Cisco.

• Products must comply with the Architectural Barriers Act of 1968 and Section 504 of the Rehabilitation Act of 1973, including ABAAS guidelines.

• Contract Type: Firm-Fixed Price Purchase Order.

• Delivery Terms: F.O.B. Destination.

• Delivery Location: Bureau of Reclamation (BOR) Shasta Dam, Attn: Anthony Bertain, 16349 Shasta Dam Blvd., Shasta Lake, CA, 96019.

• Delivery Time: 90 days after receipt of order (ARO).

• Quotes valid for 30 days from the quote due date.

• Quote Due Date: March 16th, 2026, 12:00 PM PST.

• Evaluation Method: Lowest Price Technically Acceptable (LPTA) source selection method.

• Key Submission Documents: Completed and signed quote pricing schedule, Buy American Act Certificate, and fully executed offeror representations, certifications, and acknowledgments (FAR 52.212-3).

• This acquisition is set-aside 100 percent for Small Business concerns only. Large businesses may not submit a quote.

• The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 (10/01/2025).

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

This document is a certificate required for compliance with the Buy American Act. It is applicable only if the clause FAR 52.225-1, Buy American-Supplies, is included in the solicitation.

• Offeror Certification: The offeror must certify that each end product is a domestic end product, and that domestic end products listed contain a critical component.
