Submission & Evaluation

Evaluation will be conducted on a competitive best value basis using Lowest Price Technically Acceptable (LPTA) procedures. Technical acceptability will be assessed based on meeting the "Essential Characteristics" (EC) outlined in Attachment 1 (EC Checklist). Bidders must utilize the "EC Checklist" to confirm compliance with specific PWS requirements, including breed, weight, age, health standards, USDA licensing, and delivery procedures. Price will be evaluated separately, and proposals must be technically acceptable and offer a fair and reasonable price.
