• Incumbent Contractors: IFS Facility Services Company Limited and JGN Company Limited are the current contractors.
• Contract Amounts: JGN Company Limited's initial award was 5,822,890.78 Thai Baht, and IFS Facility Services Company Limited's was 4,626,894 Thai Baht.
• Facility Square Footage: Service areas range from 75 to 350 square meters for apartments, with some central Bangkok residences exceeding 215 square meters, and Nonthaburi residences ranging from 120 to 237 square meters.
• Service Volume: Approximately 200-250 service tasks were performed in the previous year, with a peak season volume of 120-150 tasks from May to September.
• Working Hours: Contractor working hours are Monday to Friday, 9:00 AM - 4:00 PM, excluding embassy holidays. Services for residences under 250 square meters should be completed within 3 hours; larger residences may require more time as decided by the Housing Coordinator.
• Mandatory Walkthrough: A site walkthrough is not mandatory.
• Fiberglass Ladders: The use of fiberglass ladders is not mandated, but vendors must ensure ladders do not cause floor damage or scratches.
• Withholding Tax: Withholding tax is not applicable to this contract.

Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for residential housekeeping, cleaning, and welcome kit set-up services for real property owned or managed by the U.S. Embassy Bangkok. The U.S. government intends to award contracts to responsible companies submitting acceptable offers at the lowest prices.

• Residential housekeeping, cleaning, and welcome kit set-up services.

• Services include cleaning of all designated spaces within residences (bedrooms, restrooms, living rooms, dining rooms, kitchens, windows, balconies, fire escapes, bathrooms, furniture, walls, ceilings, porches, patios).

• Includes standard cleaning, light cleaning, set-up services, and optional steam cleaning.

• Contractor must provide all necessary janitorial supplies and equipment.

• Contractor employees must wear clean, neat uniforms and have basic English communication skills.

• Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ).

• Period of Performance: One base year with two one-year options to renew.

• Minimum Order Value: 10,000 THB per year.

• Maximum Order Value: 3,300,000 THB per year.

• Payment: In U.S. Dollars for U.S. firms; local currency for foreign firms.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item.

• Quotations are due by March 24, 2026, at 4:00 PM (Bangkok local time).

• Submissions must be in English and in Adobe Acrobat (pdf) format, not exceeding 25MB per file.

• Required documents include SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), additional information from Section 3, and proof of SAM registration.

• Evaluation will be based on lowest price and technical acceptability, considering past performance and experience.

• Responsibility determination will assess financial resources, ability to comply with requirements, business ethics, organization, experience, skills, equipment, and facilities.

• No specific set-aside is mentioned; open to responsible companies.

• Offerors must be registered in the System for Award Management (SAM) database prior to submission.

• A site visit is scheduled for March 16, 2026.

• Questions must be submitted in writing to BangkokGSOProcurement@state.gov by March 17, 2026, at 4:00 PM (Bangkok local time).

• Attendance at the site visit is limited to two personnel per offeror/quoter. Registration is required by March 12, 2026.
