Statement of Work (SOW) / Performance Work Statement (PWS)

The United States Postal Service (USPS) Office of Inspector General (OIG) requires a Supplier to develop and implement a comprehensive Responsible Artificial Intelligence (AI) Framework.

The Supplier will provide services, materials, tools, personnel, and expertise to design, document, and support the implementation of the OIG Responsible AI Framework. Key tasks include:

• Kick-off Meeting: Within one week of contract award.
• Ethics & Integrity Controls: Develop bias mitigation protocols, explainability guidelines, fairness assessment procedures, and integrate checkpoint assessments into AI system release gates.
• People, Culture, and Training: Develop role-based playbooks, "Golden Templates," an integrated Prompt Library, and deliver a workforce training/upskilling tracking dashboard. Provide monthly status updates and quarterly leadership reports.
• Risk Assessment & Mitigation: Develop and maintain an AI Risk Registry, document validation and monitoring procedures, and produce audit-ready evidence logs.
• AI Strategy & Use Case Intake: Design standardized intake forms, develop evaluation criteria, maintain a decision log, and manage an inventory of approved AI use cases.
• AI Performance Measurement and Drift Monitoring: Define Key Performance Indicators (KPIs), build live AI performance dashboards, implement drift detection mechanisms, and track Return on Investment (ROI).
• AI Governance Enhancements: Stand up and maintain an AI Inventory and AI Risk Registry, implement an Enhanced Traffic Light Protocol, and update policies on data governance, privacy, transparency, and compliance.

Key deliverables include an Ethics & Integrity Package, People & Culture Package, AI Risk Registry & Monitoring Procedures, Use Case Intake System, KPI Framework, Dashboards, Drift Detection, and a Governance Package, with due dates ranging from one week to twelve months after contract award.

The period of performance is twelve (12) months from the date of contract award. Work will be performed at USPS OIG Headquarters, designated field offices, and remotely as approved.

The Supplier must meet all deadlines, ensure documentation is complete, accurate, and consistent with federal requirements, produce professional and high-quality work, and participate in periodic reviews and provide required reports.

Request for Information (RFI)

This RFI is issued by the United States Postal Service Office of Inspector General (USPS OIG) to conduct market research and gather information on market capabilities for implementing a Responsible AI Framework. This is for planning purposes only and does not constitute a solicitation. Responses will assist the USPS OIG in determining potential interest, competition, and technical capabilities for a future solicitation.

The USPS OIG requires a robust Responsible AI Framework to ensure AI is used ethically, transparently, and compliantly. The supplier shall provide services, materials, tools, personnel, and expertise to design, document, and support the implementation of this framework.

• Responses must be limited to 10 pages or less and submitted in Microsoft Word or Adobe PDF format.

• Submissions must be marked: "For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only."

• Telephone calls will not be entertained.

• Questions must be submitted in writing to the Contracting Officer via email by June 10, 2026.

• Responses are due no later than June 17, 2026, at 3 PM EDT, via email to the Contracting Officer and contracts@uspsoig.gov.

• Brief company description, business size, and points of contact.

• Information on current GWACs (e.g., GSA schedule).

• Summary of technical capabilities, including whether capabilities are in-house or will be subcontracted.

• List of up to three (3) similar past contracts, including agency, contract number, POC, dates of performance, and description of work.

• Any other information helpful for future proposal solicitation or understanding organizational capabilities.
