Statement of Work (SOW)

The U.S. Department of Agriculture (USDA) requires individual store-level data on food retailers' characteristics and location to support current and future research and data analytics activities. This data is needed to assess the availability of healthful, affordable foods and the impact of food store access on household shopping.

The contractor shall provide data, information, and documentation for the years 2026 through 2030, specifically for June 15th of each year. The data must be compatible and consistent across all years, particularly regarding geographic identifiers.

• Comprehensive Listing of Retailers: Including supermarkets, superettes, mass-merchandisers, wholesale clubs, drug stores, and convenience stores.
• Detailed Outlet Information: For each outlet, provide name, address, geographic identifiers (State, County, Census Tract FIPS codes, Geo-code), store type and sub-channel, annual sales, selling area, firm ownership linkage, store categories (food, pharmacy, gasoline, tobacco, alcohol sales), Market Area Identifiers (MSA), and SNAP/WIC authorization status.
• Market Dynamics: Data on new stores, store closures, and changes in ownership.
• Data Documentation: Comprehensive documentation on data sources, collection procedures, estimation methods, data dictionary, variable descriptions, data quality, and limitations.
• Third-Party Review Responses: A turnaround of no more than one week for USDA's review of materials for third-party collaboration.

Data and documentation must be submitted in Office Excel 2007 or later format (or text file for data) and Microsoft Word format for documentation. Data for each year must be fully compatible and integrable with data from other years. Third-party review responses are due within one week of submission.

The data collection and submission period spans five years: 2026 (Base Year 1) through 2030 (Option Year 4). Data is required as of June 15th each year, with delivery due by July 1st of each data year.

• Data must be compatible across years.
• Strict adherence to privacy and confidentiality requirements.
• USDA retains the right to use the data indefinitely.
• Proposals must provide purchase options separately for each data year (2027-2030).

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items to procure Retail Food Store Location and Characteristics Data. It constitutes the only solicitation, and no separate written solicitation will be issued.

• The primary requirement is for Retail Food Store Location and Characteristics Data, as detailed in the attached Statement of Work (Attachment 2).

• Responses must include a detailed description of the capability to collect this data.

• Vendors must demonstrate relevant experience and past performance.

• Anticipated Award Type: Firm-fixed price contract.

• Period of Performance: One (1) one-year base period and four (4) one-year option periods, not to exceed five (5) years, 6 months.

• The Government intends to make one award.

• Quotes are due by 10:00 am Mountain Daylight Time on Tuesday, May 26, 2026.

• Submission Method: Electronic email to frank.palmer@usda.gov. No faxed or hard copy quotes are allowed.

• Final day for question submission: 10:00 am Mountain Daylight Time on Thursday, May 21, 2026.

• Evaluation Criteria: Award will be made to the responsible offeror representing the best value to the Government, based on a comparative evaluation of Technical Capabilities, Relevant Experience, Past Performance, and Price.

• Quotes that merely offer to provide the data without additional information will not be considered.

• This is an unrestricted requirement.

• The North American Industry Classification Standard (NAICS) Code is 541910.

• The small business size standard is $22.5 million.

• Vendors must be active and registered in the System for Award Management (SAM.gov) at the time of quote submission and award.

• The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

• Payment will be made via the Department of the Treasury Invoice Processing Platform (IPP.gov).

• Applicable clauses and provisions are incorporated by reference.
