This document, "Government Labor Categories.xlsx," provides a list of government labor categories and corresponding contractor labor categories. It is intended to be used by bidders to understand the required labor classifications for the opportunity.

• It lists various professional and technical roles, such as Archaeologist, Architect, Engineer (Civil, Electrical, Mechanical, etc.), Chemist, Computer Analyst, Construction Inspector, and others.
• For each government labor category, a corresponding contractor labor category is provided, often with levels like Junior, Mid, and Senior.

Bidders should review this document to ensure they can provide personnel that meet the specified labor category requirements. This list will likely inform staffing plans, pricing strategies, and the overall approach to fulfilling the contract's labor needs.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines requirements for Architect-Engineer (A-E) and environmental services supporting the Air Force Reserve Command (AFRC) through an Indefinite-Delivery, Indefinite-Quantity (ID/IQ) contract. Services include design, engineering, and environmental support for various projects.

• A-E Services: Includes project planning, site investigations, detailed design for maintenance, repair, alteration, and new construction, as well as construction management and submittal reviews. Services cover multi-disciplinary planning and design for institutional, commercial, and industrial facilities.

• Environmental Services: Encompasses activities related to permit preparation, sampling, inspections, recordkeeping, plan development, investigations, program management, compliance assessments, and support for environmental conservation and quality.

• Real Property Services: Includes document preparation, inventory management, appraisals, grant development, and studies related to real property programs.

• Task Order Specifics: Services will be performed as identified in individual task orders, potentially including Title I (A & B) and Title II (C) services, and other specialized A-E services.

• Designs must comply with applicable Local, State, National, and DOD standards, including Unified Facilities Criteria (UFC), National Fire Protection Act, and others.

• A-E Contractor is responsible for the professional and technical quality of all deliverables.

• Compliance with safety requirements (OSHA, AFOSH) and security regulations is mandatory.

• Energy and water efficiency, renewable energy, and sustainable design practices (e.g., LEED, Green Globes) are promoted.

• Specific requirements for stormwater management, ozone-depleting substances, and hazardous materials must be followed.

• Services will be performed under individual task orders issued against the ID/IQ contract.

• Performance locations will be specified in each task order, supporting AFRC installations.

• Deliverables: Include detailed drawings, specifications, cost estimates, design analyses, and potentially interior design (SID/CID) and signage. Submittals follow a phased approach (Phase I, II, III) with specific formats and quantities required.

• Reporting: A-E Contractor must maintain close liaison with the Contracting Officer and Base Civil Engineer, appointing a Project Engineer/Manager responsible for coordination and responding to inquiries within 24 hours.

• Travel: Authorized travel for project kick-off meetings and milestones, with costs limited to per diem rates; virtual conferences are to be used when in-person meetings are not feasible.

• Data: Government-furnished information must be handled with care and treated as "Controlled Unclassified Information" (CUI).
