Purpose & Scope

The BOP seeks to determine the availability of vendors capable of providing comprehensive management and operation of secure juvenile correctional facilities. The anticipated requirement is for a guaranteed minimum of 9 to 15 beds or 6 to 10 beds, accommodating a combination of males or females, for in-house residents only. The potential contract is envisioned as a One-year Base Period with four One-year Option Periods.

The detailed Statement of Work (SOW) outlines requirements for rehabilitation, re-entry services, and accountability for federal juvenile offenders. This includes providing all necessary facilities, equipment, personnel, and training, adhering to American Correctional Association (ACA) standards, PREA, and BOP guidelines. Key areas of responsibility cover administration, fiscal management, personnel, staffing, training, facility maintenance, life safety, security and control, supervision, discipline, intake processing, and a wide range of services including food, medical, mental health, dental, mail, recreation, and programming (requiring at least 50 hours of formal quality programming per week). Special requirements include zero-tolerance for sexual abuse, comprehensive staff training, evidence-based programs, and culturally/gender-sensitive programming.
