Purpose & Scope
USSOCOM aims to identify and evaluate technologies that support both employing signature management and defeating signature management capabilities. The intent is to provide participants with Special Operations Forces (SOF) insight into their technologies through an operationally focused vignette. The event dates are September 14-18, 2026, in Red Springs, North Carolina.
Key Technology Areas
Technologies should be at a Technology Readiness Level (TRL) of 3-6 or higher and may include, but are not limited to:
- Automatic Target Recognition (ATR)
- Communications: Low Probability of Intercept/Detection (LPI/LPD), Integrated Situational Awareness and Control (ISAC), Non-RF, Electromagnetic Control (EMCON), Spoofing.
- Physical Systems: Signature Reducing Camouflage/Uniforms, Facial Recognition, Counter Optical Augmentation, Acoustic/Weapons Signature Reduction.
- Digital Signature Management
- Novel Methods Proposed experiments may range from a half-day to two days in duration.
Submission & Evaluation
- Submission Deadline: June 25, 2026, 12:00 Noon EDT.
- Submission Method: Electronically by creating a Scout Card in the Vulcan system (vulcan-sof.com). A complete submission requires the Scout Card, a completed Supplemental Information form, and a signed Photo Release (Attachment 2).
- Safety Requirements: Respondents must review and adhere to safety requirements, including completing a Deliberate Risk Assessment Worksheet (DD Form 2977, Attachment 4) if invited to demonstrate. Frequency requirements, including FCC/NTIA approval, must also be addressed.
- Evaluation Criteria: Selection will be based on the technology's potential to increase SOF capability, its technical maturity, and its relevance to operational needs and the event's focus area.
- Restrictions: Classified information must not be submitted.
Eligibility & Event Logistics
- Eligibility: Open to R&D organizations, private industry, and academia. Foreign attendees may be present, requiring respondents to ensure ITAR/EAR compliance.
- Costs: Respondents are responsible for all submission, travel, and experimentation expenses. USSOCOM will provide venues and basic infrastructure.
