Purpose & Scope
This RFI is for market research purposes only, to determine the availability of adequate and qualified contractors for hotel and meeting facilities. It is not a solicitation for quotes or proposals. The government will use responses for information and planning, with the acquisition strategy still under development. The event is the biannual bench and bar circuit judicial conference, scheduled for June 27-30, 2028.
Key Requirements
- Event Dates: Tuesday, June 27, 2028 – Friday, June 30, 2028.
- Attendees: 400-450 (judiciary, lawyers, speakers, staff).
- Venue Location: Outside the DMV metro area, preferably in Delaware, Maryland, North Carolina, Pennsylvania, or West Virginia.
- Facility Rating: 4-star equivalent or better.
- Guest Rooms: Approximately 15 (Mon), 280 (Tue), 300 (Wed), 300 (Thu).
- Meeting & Function Space:
- Staff Office (min 500 sq ft), Security Command Post (min 500 sq ft).
- Event Registration area.
- Ballroom for General Session (classroom style for 400).
- One breakout room (for 40-50 people).
- Welcome Reception space (for 250-300).
- Reception and Dinner spaces (for 350-400 and 400-450).
- Food & Beverage: Hot buffet breakfast, mid-morning breaks, welcome reception, reception and dinner. Government per diem menu and pricing preferred.
- Audio/Visual: General session recording, LCD projector, screens, confidence monitor, stage, podium, various microphones, video camera, DVD player, wired/wireless internet.
- Preferred Features: Comfortable establishment, proximity to recreational activities, dining, and shopping; onsite dining (min 3 options); fitness center.
Contract Details & Compliance
- Intended Product Service Code: V231 – Lodging Hotel/Motel.
- Intended NAICS Code: 721110 – Hotels (except Casino Hotels) and Motels.
- Compliance: Must comply with the Hotel and Motel Fire Safety Act of 1990, be listed on the U.S. Fire Administration Hotel and Motel National Master List, comply with the Americans with Disabilities Act, and be registered on the Central Contractor Registration website. Must accept Government purchase orders. The judiciary is tax exempt.
