Statement of Work (SOW)

To replace the legacy Heating, Ventilation, and Air Conditioning (HVAC) system in Building 4 (B-4) at the Mine Safety and Health Administration's (MSHA) Approval and Certification Center (A&CC) located in Triadelphia, WV.

• Dismantle and properly dispose of the existing legacy HVAC systems in Building 4.
• Install a new HVAC system, including a 120,000 BTU Furnace, 5-Ton Condenser, 5-Ton Coil, Repair PVC Venting, MERV 8 Cabinet Air Filter, and a New Line Set.

120 days after contract award.

• Contractor shall provide all necessary resources (personnel, equipment, tools, materials, supervision, non-personal services) except for government-furnished items.

• Develop and maintain an effective quality control program.

• Employees must possess required knowledge, experience, and licenses.

• Contractor employees will be provided "Visitor" badges and must wear them at all times on government property.

• Contractor shall instruct employees in utilities conservation practices.

• A Project Manager and Alternate Project Manager are considered key personnel.

• Access to utilities (water, electricity, etc.).

• Physical access to the work areas and restroom facilities.

• All items and resources not specifically stated as government-furnished.

Anticipated award of a Firm-Fixed Price contract.

• HVAC/Plumber: 16 Hours (as per Technical Exhibit 1)

• Work hours are typically 7:00 AM to 4:00 PM Eastern, Monday through Friday, excluding federal holidays, unless otherwise coordinated.

• Telecommuting or "work at home" is not authorized except under emergency situations determined by the Contracting Officer's Representative (COR).

• Adherence to security requirements, including reporting in/out and wearing visitor badges.

• Identification of contractor employees to third parties.

• Management of Organizational Conflict of Interest (OCI) as defined in FAR Subpart 9.5.

Request for Information (RFI)

This RFI is issued by the U.S. Department of Labor (DOL) on behalf of the Mine Safety and Health Administration (MSHA) to gather industry feedback on the anticipated scope, potential costs, and performance risks associated with HVAC services for Building 4 at MSHA’s Approval & Certification Center in Triadelphia, West Virginia. This is not a solicitation for proposals or quotes.

• Recommendations for contract structure.

• Potential performance or cost risks and mitigation strategies.

• Key cost drivers and estimated performance schedules.

• Alternative NAICS codes, if applicable.

• Information on joint ventures, teaming, or subcontracting plans.

• Whether tasks are subject to the Service Contract Labor Standards.

• Innovative and cost-saving recommendations.

• Rough Order of Magnitude (ROM) estimates, if possible.

• Any factors unnecessarily restricting competition.
