Scope of Work
The selected offeror will furnish all labor, services, materials, and equipment in accordance with the attached DRAFT Contract (Enclosure A). Key responsibilities include:
- Technical review and performance of nuclear data evaluations for the Evaluated Nuclear Data File (ENDF) library.
- Identifying and resolving issues within evaluated nuclear data libraries.
- Developing and maintaining the EMPIRE nuclear reaction modeling code.
- Training and mentoring nuclear data evaluators and modelers.
- Demonstrating extensive knowledge of low-energy nuclear reaction models, nuclear reaction computer codes (EMPIRE preferred), international nuclear data collaborations, and experience with RIPL-3.

Submission Requirements
Offerors must submit a complete quote package via email, including:
- Completed Enclosure C (Quotation Pricing Sheet) with firm pricing for 60 days.
- Responses and supporting documentation for all Technical Qualifiers (Section 3.1 of RFQ Document), such as CVs, publications, and relevant experience.
- SAM Unique Entity Identification (UEI) Number or, for foreign offerors not registered in SAM, a completed Enclosure B (AMS-Form-050).
- Affirmation of accurate and up-to-date Representations and Certifications in SAM.
- Acceptance of the terms and conditions of the Draft Contract (Enclosure A).
- Successful offerors will also need to complete new vendor forms, including the Vendor ACH Authorization Form (Enclosure D) and IRS Forms W-9 (Enclosure E) or W-8BEN (Enclosure F) if applicable.
Evaluation and Award
Award will be made to the offeror with the lowest total price among responsive and responsible offerors who meet all technical requirements and qualifiers.
