Purpose & Scope
This RFI is for market research only and is not a solicitation. The USDA OCFO aims to gather information on mature, production-ready platforms that can provide comprehensive managed services for utility and telecommunications expense management. The goal is to achieve centralized governance while allowing agency-level autonomy for managing utility and telecommunications expenses.
Key Requirements
The USDA is seeking capabilities for:
- Utilities Expense Management & Data (UDMS): Invoice intake, validation, processing, and payment; robust data management and reporting (service-level granularity); support for federal reporting (e.g., Annual Energy Data Report, EO 14057); and dashboards for consumption, cost, and compliance.
- Telecommunications Expense & Inventory Management (TMS): Invoice intake and normalization across various carriers/service types; a consolidated inventory database with service-level tracking; financial management, including cost allocation and reconciliation with USDA's FMMI system; and a Business Intelligence/IT Asset Management platform.
- General Requirements: The solution must support approximately 500+ site locations, 14,000 utility accounts, and 6,000 telecommunications accounts. It requires integration with the USDA Financial System (FMMI) and various authentication methods. Compliance with USDA IT security, privacy policies, FISMA, NIST standards, and Section 508 accessibility is mandatory. Implementation, onboarding, data migration, and change management support are also required.
Submission & Eligibility
This is a market research RFI; vendors should not submit proposals. Proprietary information must be clearly marked. The government reserves the right to use non-proprietary information for future requirements development. Responses to government questions should be provided via a specified Microsoft Forms link. Federal experience is preferred. The USDA prefers vendors who are not direct telecommunications or utility service providers to avoid potential conflicts of interest, though all qualified vendors may respond. Preference will be given to mature, production platforms requiring minimal custom development.
