Purpose & Scope

This Request for Information (RFI) seeks to identify industry partners with expertise in producing A-Kits for critical systems such as the Common Infrared Countermeasure (CIRCM), Modernized Radar Warning Receiver (MRWR), Improved Threat Detection System (ITDS), Aircraft Wireless Intercom System (AWIS), Aviation Information System (AIS) Demonstration Kit (ADK), and Heads-Up Display (HUD)/Helmet Display and Tracking System (HDTS). The goal is to ensure the timely delivery of high-quality A-Kits for Army fleet readiness. Technical Drawing Packages are available upon request to approved Contractors.

Core Capabilities Sought

PMO-ASE is interested in contractors demonstrating expertise in one or both of the following:

  • Build-to-Print Manufacturing: Proven capability to manufacture, assemble, test, and kit components from government-provided Technical Data Packages (TDPs). This includes electrical fabrication (complex wire/cable harnesses adhering to AS50881 standards), structural fabrication (standard components, precision-machined mounts, composite/carbon-fiber components), and required manufacturing processes (precision 5-axis CNC machining, aerospace-grade finishing).
  • Mechanical and Electrical Design, Integration, and Qualification: End-to-end capability to design, integrate, and achieve airworthiness qualification for new A-Kits on Army aircraft. Key disciplines include system design and analysis (structural, mechanical, electrical, human factors, 3D scanning), Technical Data Package (TDP) development (MIL-STD-31000, ASME Y14 standards, CM, BOM), and Integrated Logistics Support (ILS) (modification/maintenance documentation, logistics/maintenance analysis, operator manuals/provisioning lists).

Requested Information

Respondents should provide:

  • Company overview (size, location, relevant experience).
  • Indication of interest in Manufacturing, Design, or Both.
  • Small business qualifications (8(a), WOSB, etc.) and federal contracting experience.
  • Production capacity, scalability, quality management processes, and certifications.
  • Details on tooling, equipment, personnel, and in-house testing capabilities.
  • Experience with specified systems and Army aviation platforms (e.g., AH-64, UH-60, CH-47).
  • Security and cybersecurity posture, including Facility Clearance (FCL) level, CAGE code, and NIST SP 800-171 self-assessment score (SPRS).
