RFI/Sources Sought: Market Research for Wash Rack Repair Services and Associated Commodities

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all tools, parts, equipment, materials, transportation, personnel, labor, supervision, and management necessary to perform preventative maintenance and repair services on the automotive wash rack equipment at Scott AFB, IL.

• Perform scheduled preventive maintenance on automotive wash racks and vacuums as recommended by the manufacturer.

• Respond to repair service calls to return equipment to operational condition.

• Routine repair calls to be responded to within 6 hours during normal business hours and 12 hours outside normal business hours.

• Emergency repair calls to be responded to within 4 hours during normal business hours and 12 hours outside normal business hours.

• Develop and submit a preventive maintenance schedule for acceptance by the Contracting Officer.

• Notify the wash rack manager upon arrival and departure from Scott AFB.

• Provide a report upon completion of maintenance and/or repairs.

• Use new genuine replacement parts conforming to original equipment manufacturer's specifications, or approved rebuilt assemblies/subassemblies.

• Provide a minimum 90-day warranty for all parts and labor.

• Equipment must operate properly and safely.

• Minimize disruptions and inconvenience to users.

• Wash rack downtime must be kept to an absolute minimum.

• Maintenance and repairs to be performed at the permanent site of the automotive wash racks and vacuums, located at building #548 and building 570, on Scott AFB.

• Wash rack availability for contractor services: 7:00 a.m. - 4:00 p.m., Monday through Friday, except Federal Holidays and Scott AFB designated down days.

• Contractor shall comply with applicable laws and safety regulations (OSHA).

• Contractor shall provide all necessary safety equipment and clothing.

• Contractor employees must comply with base traffic regulations.

• Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles on base.

• Contractor personnel are subject to random personnel and vehicle searches.

• Contractor shall maintain a current list of employees and provide it to the Contracting Officer and Security Manager.

• Contractor shall obtain necessary pass and identification items for employees and vehicles.

• Contractor shall be responsible for safeguarding all Government property and controlled forms.

• Contractor shall provide a certified technician(s) fully qualified to perform maintenance and repairs.

• Contractor shall take advantage of all existing wash rack warranties.
