Quick Summary
The Department of the Army (DA) is issuing a Request for Proposals (RFP) for Enhanced Use Leases (EULs) of non-excess land at seven military installations. The objective is to solicit competitive proposals from private, public, and/or not-for-profit entities to design, finance, develop, operate, and decommission commercial power generation facilities. These facilities will provide essential energy resilience capabilities to DA during grid outages, while selling generated power to third-party off-takers during normal operations. Proposals are due June 29, 2026.
Scope of Work
Offerors are responsible for the full lifecycle of commercial power generation facilities, which may include natural gas, geothermal, nuclear (not exceeding 500 MW per unit), or solar power. Key responsibilities include:
- Designing, financing, permitting, developing, constructing, owning, maintaining, operating, securing, and decommissioning the Project.
- Providing essential energy resilience to DA for mission readiness during grid outages exceeding four hours, including continuous islanded operation for a minimum of 14 days.
- Identifying and securing a third-party off-taker for power generated during normal grid operations.
- Restoring the leased property to its original condition prior to EUL expiration.
- Complying with all applicable federal, state, and local laws, codes, ordinances, and regulations, including environmental (NEPA, ECP) and building codes.
- Ensuring the Project is viable without any monetary or other contribution from DA.
Available properties are located at Aberdeen Proving Ground, Fort Detrick, Fort Drum, Letterkenny Army Depot, Picatinny Arsenal, Tobyhanna Army Depot, and West Point Military Reservation. Site-specific details are provided in Attachments B through H.
Contract Details
- Contract Type: Enhanced Use Lease (EUL) under 10 U.S.C. § 2667.
- Lease Term: Fifty (50) years, with a potential option to renew.
- Consideration: In-kind, cash, or a combination thereof, not less than the fair market value of the lease interest. DA prefers in-kind consideration. Energy resilience provided by the Offeror will not be considered as consideration for the EUL.
- Eligibility: Entities must be organized under U.S. laws, have majority domestic ownership and control, and a physical place of business in the U.S. Proposals from foreign persons or organizations will not be reviewed.
Submission & Evaluation
- Proposal Due: June 29, 2026, by 5:00 P.M. (EDT).
- Questions Due: June 22, 2026, by 12:00 P.M. (EDT).
- Submission Method: Via a provided Smartsheet link (single PDF file).
- Evaluation Factors: Project Description, Project Plan, Financial Capability, Organizational Structure/Experience/Past Performance, and EUL Consideration (Rent). These factors are equally weighted, and proposals will be evaluated for overall best value.
