Purpose & Scope

NOAA intends to operationalize and expand the use of commercial observation data to complement existing government systems, advance environmental monitoring, and improve weather forecasting, numerical modeling, space weather prediction, and decision support services. The IDIQ covers seven Functional Categories: GNSS-RO, GNSS-R, Microwave Sounders (MWS), Multispectral Imagery, Infrared Sounders, Thermospheric Neutral Density, and Active Sensors. Task Order 01 specifically targets near-real-time Global Navigation Satellite System (GNSS) Radio Occultation (RO) satellite data and Total Electron Content (TEC) data.

Contract Details

  • Contract Type: Multiple-award IDIQ (NAICS 518210 - Data Processing, Hosting, and Related Services) with Firm-Fixed-Price (FFP) and/or Firm-Fixed-Unit-Price (FFUP) task orders.
  • Ceiling: $8,000,000,000 across all five ProTech 2.0 domains.
  • Minimum Guarantee: $250 per award.
  • Ordering Period: One five-year base period (September 1, 2026 – August 31, 2031) and one five-year option period (September 1, 2031 – August 31, 2036).
  • TO-1 Data Delivery: December 1, 2026 – December 1, 2028 (existing providers) or January 5, 2027 – December 1, 2028 (new providers).
  • Set-Aside: Unrestricted, with a reserve for at least 12 small businesses.

Key Requirements (TO-1)

Task Order 01 utilizes a Firm-Fixed-Unit-Price (FFUP) consumption-based model. Key deliverables include:

  • Neutral Atmosphere Data: Minimum 500 compliant RO profiles per day, with a Not-to-Exceed (NTE) of 26,000 RO/day (CLIN 0001) and an optional NTE of 16,000 RO/day (CLIN 0002).
  • Total Electron Content (TEC) Data: Optional NTE of 1,000 tracks/day (CLIN 0003).
  • Temporal Resolution Enhancements: Optional NTE of 10,000 RO/day (CLIN 0004).
  • Data Origin: Must originate from satellites with World Meteorological Organization (WMO) identifiers or equivalent.
  • Security: Compliance with CAR 1352.239-72 and NIST guidelines; security controls must align with FedRAMP High baseline.
  • Data Rights: NOAA is granted a perpetual, non-exclusive, irrevocable, worldwide license.

Submission & Evaluation

Proposals must be submitted electronically in two volumes: Technical (max 15 pages for TO-1) and Price. Offerors must use the provided IDIQ Price Schedule (Attachment J.2) and TO-1 Price Volume Spreadsheet (Attachment J.5). Evaluation will be based on a Best Value Tradeoff, with Technical Capability being significantly more important than Price. NOAA aims to award up to three technically acceptable providers for TO-1 to ensure data redundancy.

Important Notes

NOAA will retain licensing options 2 and 2A for data sharing with non-profit and academic institutions. Payment will be FFUP, billed monthly after data delivery and acceptance.
