Scope of Work
The contractor shall provide all personnel, equipment, supplies, and supervision necessary to remove and dispose of a submerged tree obstruction in the Quillayute River channel. Key deliverables include a Naval Architect Analysis (if using floating crane), Load Chart, Work Plan, Spill Plan, and Activity Hazard Analyses (AHAs). Site Conditions & Clarifications (Amendment 0001)
Amendment 0001 incorporates Q&A and survey scans. Hydrographic survey data is available, showing the obstruction at approximately 7.4' to 9.2' MLLW within an area of ~12.5' MLLW depths. The tree is not believed to be embedded or multiple trees, and recent scans indicate it has not shifted. While a float crane or dive team is anticipated, their use is not mandated. There are no river navigation closures, fish windows, environmental permitting, or noise restrictions. Ocean disposal is permitted. The Government will provide survey verification before and after removal. Contractors are responsible for all means and methods and may conduct their own site visits. Mora Road is off-limits for shoreline access.
Contract Details
This is a Firm-Fixed Price service contract. The Period of Performance is 30 days after the award date, specifically from June 19, 2026, to July 17, 2026.
Submission & Evaluation
This acquisition is a 100% small business set-aside. Quotes must be submitted via email to hien.ho@usace.army.mil. Questions must be submitted two days prior to the closing date. Award will be made to the lowest priced, responsible quoter whose submission conforms to all requirements. Offerors must be registered in the System for Award Management (SAM) database to be eligible for award.
