Scope of Work
Contractors will supply an estimated 300,000 MMBtu of LNG over an approximate five-month ordering period. Deliveries are required FOB Destination (NSGB), Cuba, approximately every 14 to 21 days, to maintain operational storage levels. Specific delivery windows are provided for initial "seed project" deliveries in May 26-29, 2026, and June 15-18, 2026. The LNG must meet detailed quality specifications (Attachment 3), including composition, heating values, and Wobbe Index, and comply with environmental requirements. Strict measurement and testing protocols for LNG tankers are outlined (Attachment 2), covering device requirements, calibration, accuracy tolerances, and quality analysis using GPA Standards.

Submission & Evaluation
Quotes must be submitted via the Procurement Integrated Enterprise Environment (PIEE) portal by May 15, 2026, 12:00 P.M. EST. Email submissions are accepted only in case of technical difficulties. Offerors must register for a PIEE account and obtain the 'Proposal Manager' role (Attachment 7). Awards will be made to multiple offerors on a rolling basis. The "seed project" will be awarded based on best value, considering technical capability, past performance, and price. All non-price factors must be rated "Acceptable" for eligibility. Bidders must complete Standard Form 1449 (Attachment 9), provide historical experience using the Project Data Sheet (Attachment 8), and submit client-completed Past Performance Questionnaires (Attachment 10). Pricing for the seed project deliveries should be detailed in Attachment 1.
