Scope of Work
The contractor will provide comprehensive taxi services, including labor, vehicles, drivers, dispatch capabilities, digital platform access, insurance, fuel, tolls, parking, maintenance, and administrative support. Services must be available 24/7, including weekends and holidays. Key requirements include:
- Vehicles no more than five years old, in excellent condition with air-conditioning.
- Drivers with valid commercial licenses, a minimum of five years of professional driving experience, local knowledge, and professional conduct, passing background screening.
- Communication equipment (radios, cellular phones, or pagers) for drivers.
- Performance threshold: no more than one customer complaint per month.
Contract Details
- Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) with firm-fixed rates per Kilometer.
- Period of Performance: A base year plus four one-year option periods.
- Pricing: Rates shall be in Peruvian Soles per Kilometer. Value Added Tax (VAT) will be priced separately.

Submission & Evaluation
- Submission Deadline: March 26, 2026, before 10:00 a.m. (local date and time). Late submissions will not be accepted.

- Required Documents:
- Volume I: SF-1449 and Section I (Pricing). Prices must be per KM in Soles.
- Volume II: Section 5 Representations and Certifications, Project Manager information, evidence of Peru operations, SAM/NCAGE code, client list, resource evidence, licenses/permits, strategic plan, and proof of SAM Registration/NCAGE/TIN/RUC.
- Evaluation: Award will be made to the lowest priced, technically acceptable, responsible contractor. Evaluation includes compliance review, technical acceptability (past performance and experience), price evaluation, and responsibility determination (financial resources, ability to comply, integrity, organization, experience, skills, equipment, and eligibility). Offerors must have active SAM registration.
