Quick Summary

The U.S. Embassy in Quito, Ecuador, is seeking qualified automotive service providers to establish Blanket Purchase Agreements (BPAs) for preventive and corrective maintenance of its Government-Owned Vehicles (GOVs). The goal is to ensure the Embassy's mixed fleet remains safe, reliable, and mission-ready. Proposals are due May 29, 2026, by 16:00 local time.

Scope of Work

This opportunity covers comprehensive maintenance services for a diverse fleet including Chevrolet, Dodge, Ford, Nissan, and Renault vehicles. Services will be performed at the contractor's licensed facility and include:

  • Preventive Maintenance: Structured mileage-based services from 5,000 km to 100,000 km, encompassing oil changes, filter replacements, inspections (brakes, tires, fluids), diagnostics, tire rotation, steering/suspension checks, cooling system services, and major services at key intervals.
  • Corrective Maintenance: Repairs for major vehicle systems (engine, transmission, brake, electrical, suspension, A/C, cooling, exhaust) as needed, requiring prior written estimates and approval.
  • Parts & Standards: Use of new OEM or equivalent-quality parts is mandatory. Work must be performed by certified technicians following manufacturer recommendations and industry best practices.
  • Warranty: A minimum 90-day labor warranty and full manufacturer warranty on installed parts are required.

Contract Details

  • Contract Type: Blanket Purchase Agreements (BPAs) will be awarded to one or more responsible companies. A BPA is an agreement, not a contract, and does not obligate the Government to purchase a definite amount.
  • Period of Performance: BPAs will expire on May 31, 2031.
  • Estimated Value: Annual purchases are estimated between US$2,500.00 and US$40,000.00, with a total BPA value not to exceed US$350,000.00.
  • Order Limitations: No single purchase order will exceed US$5,000.00.
  • Set-Aside: None specified.
  • Place of Performance: Quito, Ecuador.

Submission & Evaluation

  • Submission Deadline: May 29, 2026, by 16:00 local time.
  • Submission Method: Electronically to Quitoprocurement@state.gov. Submissions must be in MS-Word, MS-Excel, or Adobe Acrobat (pdf) format. File size must not exceed 25MB; larger submissions require separate emails.
  • Required Documents: Completed SF-1449, Section 1 Pricing, Section 5 Representations and Certifications, and additional information as required in Section 3.
  • Evaluation: Quotations will be evaluated based on technical acceptability and responsibility. The Government intends to award based on initial quotations but may hold discussions if necessary.
