Scope of Work
The BPA will standardize maintenance for a mixed fleet including Chevrolet, Dodge, Ford, Nissan, and Renault vehicles.
- Preventive Maintenance: Structured around a detailed mileage-based schedule (5,000 km up to 100,000 km). Services range from basic oil/filter changes and inspections at lower mileages to comprehensive diagnostics, brake services, cooling system flushes, transmission services, and timing belt inspections at higher intervals.
- Corrective Maintenance: Covers major vehicle systems including engine, transmission, brake, electrical, suspension, air conditioning, cooling, and exhaust repairs. All corrective work requires prior submission and approval of written estimates.
- Parts & Standards: Contractors must use new OEM or equivalent-quality parts. Work must be performed by certified technicians following manufacturer recommendations and industry best practices. A minimum 90-day labor warranty and full manufacturer warranty on installed parts are required.
Contract Details
- Contract Type: Blanket Purchase Agreements (BPAs) will be awarded to one or more responsible companies. A BPA is an agreement, not a contract, and the Government is not obligated to purchase a definite amount.
- Period of Performance: BPAs will expire on May 31, 2031.
- Estimated Value: Annual purchases are estimated between US$2,500.00 and US$40,000.00. The total BPA value is not to exceed US$350,000.00.
- Order Limitations: No single purchase order will exceed US$5,000.00.
Submission & Evaluation
- Submission Deadline: June 29, 2026, by 16:00 local time.
- Submission Method: Electronically to Quitoprocurement@state.gov, referencing "Quotation Enclosed – Vehicle Maintenance Services". Submissions must be in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, with individual files not exceeding 25MB.
- Required Documents: Completed SF-1449, Section 1 Pricing, Section 5 Representations and Certifications, and additional information as required in Section 3.
- Evaluation Factors: Quotations will be evaluated based on technical acceptability (past performance, experience, business establishment, quality plan, garage description) and responsibility determination (financial resources, integrity, capability). The Embassy intends to award based on initial quotations but reserves the right to hold discussions.
