This document provides responses to questions submitted by prospective vendors regarding Solicitation RFQ# N0060426Q4044.

• Paper Towels Requirement: The government will not remove the paper towel requirement from the SOW. Vendors acknowledge no exceptions to the solicitation, SOW, or instructions by providing a quote.
• Maintenance Frequency: The government will not revise the wording for regular maintenance frequency. Vendors acknowledge no exceptions to the solicitation, SOW, or instructions by providing a quote.
• SECNAV 5512 Forms: Awardees must coordinate with the Technical Point of Contact listed in the SOW for submission of SECNAV 5512 Forms.
• Scenario A Pricing: Quotes for Scenario A should reflect a combined total for the two segmented intervals.
• Scenario B Service Gap: For Scenario B, units will remain onsite without service from July 8 to July 26. The final "service" for the first interval will be on July 7, and the first "service" for the last interval will be on July 27. No additional delivery or pick-up charges are expected during this period.

This document clarifies specific requirements and pricing scenarios, but does not appear to alter major submission deadlines or evaluation factors. Vendors are reminded to acknowledge all solicitation terms and conditions.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12, using simplified procedures. It serves as the only solicitation, and no paper copies will be issued. The NAVSUP Fleet Logistics Center Pearl Harbor is requesting quotes for the rental of portable toilets and hand wash stations, including consumables, to support the USS Theodore Roosevelt (CVN71) RIMPAC 2026 exercises.

• CLIN 0001: Rental of 30 Portable Toilets & 20 Hand Wash Stations (Qty: 50, Unit of Issue: EA). Offerors must provide unit price per day.

• CLIN 0002: Servicing of All Units (Qty: 50, Unit of Issue: EA). Offerors must provide unit price per day for servicing.

• CLIN 0003: Delivery/Pickup of all units to the USS Theodore Roosevelt, Hotel Pier.

• The SOW (Attachment 2) provides further details on servicing days.

• Contract Type: Firm-Fixed Price (FFP) purchase order.

• Period of Performance (POP): June 23, 2026, to August 01, 2026, segmented into two intervals: June 23 - July 07, 2026, and July 27 - August 01, 2026. Servicing is not required July 08-26, 2026.

• Place of Performance: Hotel Pier, Joint Base Pearl Harbor-Hickam (JBPHH), HI 96860.

• Payment: Government Commercial Purchase Card (GCPC).

• Pricing Scenarios: Vendors must provide pricing for two scenarios: Scenario A (Segmented POP) and Scenario B (Continuous POP).

• Quote Submission Deadline: 3:00 PM HST on Tuesday, May 26, 2026.

• Submission Method: Via email to lenin.a.moreira.civ@us.navy.mil, referencing RFQ# N0060426Q4044.

• Questions Deadline: 3:00 PM HST on Friday, May 22, 2026, via email to the same POC.

• Basis of Award: Award will be made to the responsible Quoter whose quote is technically acceptable and most advantageous to the government, considering price and other factors. Technical acceptability requires conforming to solicitation requirements without exception.

• Evaluation: Technical acceptability will be rated acceptable or unacceptable.

• Set-Aside: 100% set aside for small business concerns.

• NAICS Code: 562991.

• Small Business Standard: $9M.

• Registration: Quoters must be registered in the System for Award Management (SAM) database.

• Applicable attachments include: Combined Synopsis/Solicitation, RIMPAC 2026 SOW, FAR & DFARS Provisions and Clauses, and Wage Determination.

• Quotes must include price(s), FOB point, point of contact, business size, and Net 30 payment terms.

Statement of Work (SOW)

To provide rental of portable toilets and hand-washing stations, including maintenance and continuous supply of consumables, to ensure sanitary and functional standards are met for the USS Theodore Roosevelt (CVN 71) during the RIMPAC 2026 exercises.

• Provide thirty (30) portable toilets and twenty (20) hand wash stations.

• Perform regular maintenance (minimum 3-4 times per week) including waste removal, surface disinfection, and odor abatement.

• Ensure a continuous supply of toilet paper, paper towels, and soap.

• Service units according to current health standards, with mandatory disinfection of high-touch surfaces.

• Clean all spills (waste and chemical deodorizers) within 24 hours of notification.

• Dispose of all waste in accordance with federal, state, and local regulations.

• Provide all labor, tools, machinery, and supplies for delivery, installation, maintenance, and removal.
