Contract Details & Requirements

• Contract Type: Firm-Fixed-Pricing (FFP) single purchase, delivery order against BOA SPE4A125G0025.
• Set-Aside: None (Sole Source).
• Proposal Due: September 1, 2026, by 1700 CST.
• Proposal Validity: Minimum 120 days from acceptance.
• Submission: Electronically; contact the contracting team for a DOD Safe Site link.
• Cost & Pricing: Proposals must include fully supportable cost data per FAR 15.408-2, Table 15-1, with working Excel formulas. This includes detailed labor categories, hours, material costs, and total cost breakdowns. Subcontractor cost/price documentation, including price and cost analysis, is also required. An un-sanitized Excel cost breakdown is mandatory. Offerors must provide documentation of recent Indirect Expense Rates (FPRAs, FPRRs, FPRPs, or historical data).
• Special Conditions:
  • Export Control: Technical data is export-restricted. Interested parties must request technical data packages via email to the contract specialist and possess an active United States/Canada Joint Certification Program (JCP) certification.
  • First Article Test (FAT): May be required and priced separately. Waiver requests are possible but not guaranteed.
  • Organizational Conflicts of Interest (OCIs): Offerors must identify and address any actual or potential OCIs per FAR 9.5 or state none.
  • Product Quality Deficiency Reports (PQDRs): Contractor assistance is required for evaluating PQDRs and determining root causes, with a final report due within 75 days.
  • System Requirements: Specific instructions for ProPricer and Lockheed Martin 1LMX system generated cost reports are provided.
  • Economic Order Quantities (EOQs): The sole source contractor shall propose optimal ordering quantities.
  • ACWS Transition: Contractors are advised of potential document formatting changes due to the Army Contract Writing System (ACWS) transition.

Evaluation Criteria

Proposals will be evaluated for:

• Technical Acceptability: Conformance to all solicitation requirements, terms, conditions, representations, certifications, and technical requirements. Proposals rated "Unacceptable" technically will be ineligible.
• Price Reasonableness: Evaluation of pricing will not obligate the Government to order estimated quantities. Materially unbalanced pricing may lead to rejection.
• Cost and Pricing Data: Provision of all cost or pricing information required by FAR 15.4. Failure to provide this data will result in an "Unacceptable" rating.
