Quick Summary
The Department of the Interior (DOI), Interior Business Center (IBC), on behalf of the Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), has issued a Combined Synopsis/Solicitation (RFQ) for Robotic Arm Replacement and Scheduling Software Integration Services. This opportunity seeks to replace a robotic arm and integrate scheduling software for an existing Automated High Throughput Imaging Platform. This is a Small Business Set-Aside. Proposals are due May 27, 2026, at 2 PM ET.
Scope of Work
The requirement is for one (1) multi-axis robotic arm system, including mounting hardware and software integration components, suitable for laboratory automation. The system must handle SBS-compliant microplates (6-, 96-, 384-, and 1536-well formats) and provide sufficient reach to access the existing robotic mounting table (31 11/16 in H x 31 1/2 in L x 27 1/2 in W), three auxiliary plate hotels, and the CV8000 instrument nest. Integration with existing scheduling software and the Yokogawa CV8000 instrument control software is critical, allowing automated execution of plate transfer sequences. Compatibility with existing safety shielding, interlocks, and a SICK CLV622-1000 barcode reader is also required. Onsite training for up to four users is mandatory within ten business days post-installation.
Contract Details
This will be a Firm Fixed-Price Order. Delivery is required within 12 weeks of award, F.O.B. Destination, with installation by an OEM certified technician within ten business days of delivery. A minimum 12-month warranty from the installation date is required.
Submission & Evaluation
Proposals must be submitted via email to Melissa_Onyszko@ibc.doi.gov by May 27, 2026, at 2 PM ET. Award will be based on a best value determination, with the technical solution being more important than price. Quotes must include company name/address, Point of Contact, solicitation number, UEI, completed Provisions (Attachment 1), a detailed technical quote, a firm-fixed-price quote in Excel format, and any assumptions. A Voluntary Product Accessibility Template (VPAT) is also required (Attachment 5). Offerors must hold prices firm for at least 90 calendar days.
Eligibility & Set-Aside
This opportunity is a Small Business Set-Aside. The applicable NAICS Code is 334516 "Analytical Laboratory Instrument Manufacturing" (size standard 1,000 employees), and the Product Service Code is 6650 "Optical Instruments, Test Equipment, Components and Accessories." Offerors must be registered in SAM.gov.
Key Amendments & Clarifications
- Amendment 1 clarified the application of FAR 52.225-8 (Duty-Free Entry) for imported products exceeding $20,000, requiring offerors to detail tariff costs in quotes.
