Quick Summary

The Department of the Navy, specifically NAVSUP WEAPON SYSTEMS SUPPORT MECH, is soliciting proposals for an Operating Rod under a Total Small Business Set-Aside. This requirement is for a crucial shipboard system, designated as SPECIAL EMPHASIS material, necessitating stringent quality and traceability controls. The solicitation has been extended, with proposals now due by May 11, 2026.

Scope of Work

This opportunity requires the supply of an Operating Rod in accordance with Naval Sea Systems Command drawing 7068535 item 62, and Engineering Release (ER) drawings ERH841-0311A2, A3, A7, A10, A12, A16, and A45. The material specified is QQ-N-286, form 2, annealed & age hardened, finish A, with no weld repair permitted. The requirement is a "DO" rated order under the Defense Priorities and Allocations System (DPAS).

Key Requirements

  • Material Certification: Quantitative chemical and mechanical analysis is required for the Operating Rod, including Annealing and Age Hardening per QQ-N-286 and Ultrasonic Inspection per T9074-AS-GIB-010/271 or MIL-STD-2132. Slow Strain Rate Tensile Tests for QQ-N-286 must be performed by one of the specified approved laboratories.
  • Quality System: Contractors must maintain a quality system compliant with ISO-9001, amplified by ISO-10012 or ANSI-Z540.3 with ISO-17025. MIL-I-45208 with MIL-STD-45662 is also referenced.
  • Traceability & Marking: Strict traceability from material to certification test reports is mandatory for Level I/SUBSAFE systems. Materials must be marked with unique traceability numbers, heat-lot numbers, or heat-treat numbers, permanently applied per MIL-STD-792.
  • Mercury Free: No mercury or mercury-containing compounds are permitted.
  • Configuration Control: The contractor must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes.
  • Inspection: Government Quality Assurance at source is required. Final inspection includes material sampling (ANSI/ASQ-Z1.4) and 100% inspection of material verification data, traceability, and NDT certifications.

Submission & Logistics

  • Drawing Access: This requirement involves NOFORN (Not Releasable to Foreign Nationals) and/or Naval Nuclear Propulsion Information (NNPI). To obtain drawings, bidders must download a security agreement form from SAM.gov, complete and sign it, and email it to alana.m.boyer2.civ@us.navy.mil.
