Potential bidders must complete and submit this survey by May 7, 2026, 12:00 PM MT, to the listed Contracting Officers (CO/CS) to be considered in the market research. The responses will directly influence the government's approach to the future solicitation, including potential small business set-asides. Failure to submit may impact consideration for this requirement.

Sources Sought Notice (SSN)

This notice is for market research purposes to gauge industry interest and capabilities for the rehabilitation of the Kawuneeche Visitor Center (KVC) and to improve accessibility at Rocky Mountain National Park. The information gathered will help the National Park Service (NPS) develop an acquisition strategy and determine potential set-aside opportunities for small businesses.

• Rehabilitation of the KVC, including interior interpretive exhibits and site improvements.

• Accessibility improvements to exterior entrances, routes, landscape, buildings, restrooms, and parking.

• Updates to interior finishes, doors, hardware, paint, stain, signage, and flooring.

• Replacement of windows and window treatments for energy efficiency.

• Relocation and reconfiguration of select administrative wing rooms and the server room.

• Replacement of fiber lines serving the Grand Lake Entrance and CRD Maintenance Building.

• Largely replacing mechanical, electrical, and plumbing systems.

• Addition of a fire suppression system throughout the building.

• Reinstallation of the original plank ceiling in the visitor center exhibit area.

• IT, AV, and security upgrades.

• Improvement of site drainage.

• Exterior lighting to be made night sky compliant.

• Creation of an outdoor gathering space with seating.

• Rehabilitation of the non-historic gable roof over the comfort station to a flat roof configuration.

• Provision of temporary facilities for staff and visitors during rehabilitation, including moving and storage of building contents.

• Anticipated contract type: Firm-Fixed-Price (FFP).

• Anticipated period of performance: 365 calendar days, including potential weather shutdowns and seasonal/other mandated shutdowns.

• Magnitude of construction: Estimated between $5,000,000 and $10,000,000.

• Bonding: Bid, Performance, and Payment Bonds are anticipated to be required.

• This is NOT a request for proposals; proposals are not being requested or accepted at this time.

• Interested contractors must complete and submit the attached Sources Sought Survey Questionnaire.

• Submission deadline: April 21, 2026, by 12:00 PM Mountain Time (MT).

• Responses are requested from both Large and Small Businesses.

• The amount and quality of interest will determine the possibility of a Small Business or other Socio-Economic Set-Aside for future solicitation.

• No reimbursement will be made for costs associated with responding to this SSN.

• The KVC is eligible for listing on the National Register of Historic Places, and treatment must meet Secretary of the Interior Standards.

• The park will remain open during construction; activities must be structured to minimize visitor impact.

• The site requires protective measures to ensure the surrounding area remains undisturbed.

• Winter construction may be required.

• NPS DSC anticipates issuing a competitive Request for Proposals (RFP) around the May-June timeframe.
