Quick Summary
The Department of the Army, Watervliet Arsenal (W6QK ACC WVA), is soliciting proposals for Roof Inspections and Maintenance services. This opportunity is a Total Small Business Set-Aside for a Firm Fixed-Price Contract covering a base year plus two option years. The contractor will provide basic roof inspections and preventative maintenance for various roofing systems at the Watervliet Arsenal, NY. Proposals are due April 2, 2026, at 02:30 PM ET.
Scope of Work
The awarded contractor will perform semiannual inspections of approximately 1.6 million square feet of roofing across 67 buildings (primarily flat roofs for inspections). Services include damage assessment, debris removal, and reporting of deficiencies. Preventative maintenance involves debris removal and washing. The contractor must respond to leak calls categorized as emergency (2-hour response), urgent (48-hour response), or routine (5-day turn-around), and provide proposals for all repairs. A one-time Infrared Roof (IR) inspection is required for each flat roof during the base year. While semiannual inspections focus on flat roofs, leak response and repair services extend to all 63 buildings, with Building 110 specifically included for leak response but excluded from semiannual inspections. Incidental repairs, defined as small, localized fixes, will be priced using the "Roofing Maintenance Government Estimate" and require a formal proposal to the Contracting Officer.
