Quick Summary

The Department of the Army, Watervliet Arsenal (W6QK ACC WVA), is soliciting proposals for Roof Inspections and Maintenance services. This opportunity is a Total Small Business Set-Aside for a Firm Fixed-Price Contract covering a base year plus two option years. The contractor will provide basic roof inspections and preventative maintenance for various roofing systems at the Watervliet Arsenal, NY. Proposals are due April 2, 2026, at 02:30 PM ET.

Scope of Work

The awarded contractor will perform semiannual inspections of approximately 1.6 million square feet of roofing across 67 buildings (primarily flat roofs for inspections). Services include damage assessment, debris removal, and reporting of deficiencies. Preventative maintenance involves debris removal and washing. The contractor must respond to leak calls categorized as emergency (2-hour response), urgent (48-hour response), or routine (5-day turn-around), and provide proposals for all repairs. A one-time Infrared Roof (IR) inspection is required for each flat roof during the base year. While semiannual inspections focus on flat roofs, leak response and repair services extend to all 63 buildings, with Building 110 specifically included for leak response but excluded from semiannual inspections. Incidental repairs, defined as small, localized fixes, will be priced using the "Roofing Maintenance Government Estimate" and require a formal proposal to the Contracting Officer.

Contract Details

This is a Firm Fixed-Price Contract with a period of performance including a base year (April 15, 2026, to March 31, 2027) and two subsequent option years, extending through March 31, 2029. The NAICS code is 238160 (Roofing Contractors) with a size standard of $19 million. The Service Contract Labor Standards Wage Determination No. 2015-4143 Latest Revision applies. Key personnel certifications (RRO/RRC, IR technician, manufacturer authorizations, asbestos certifications) are required no later than 7 calendar days after award. A 2-year warranty is required for all roof system repairs, with specific roofing material specifications (TPO, EPDM, Metal, Built-Up Asphalt, Clay Tile, Asphalt Shingles) detailing 10-year or 20-year material and workmanship warranties.

Submission & Evaluation

Proposals must be submitted electronically by April 2, 2026, at 02:30 PM ET. Accepted electronic formats include Microsoft Office products (2007 and lower), Adobe PDF, and HTML. Award will be made to the lowest bidder, with past performance for quality and delivery being a major consideration for future contract awards.

Site Visit

A site visit is scheduled for Wednesday, March 18, 2026, at 11:00 AM at the Watervliet Arsenal. While encouraged, attendance is not mandatory; however, failure to inspect the site does not exempt bidders from claims after award.
