Quick Summary
The Department of the Navy (NAVFACSYSCOM MID-ATLANTIC) is soliciting proposals for Roof Repairs on Buildings BB260, BB265, & BB270 at Marine Corps Base Camp Lejeune, NC. This is a Total Small Business Set-Aside, restricted to pre-approved Roofing MACC Contractors listed on the General Requirements cover page. The estimated value for this project is between $1,000,000 and $5,000,000. Proposals are due March 31, 2026, at 2:00 PM EST.
Scope of Work
The project involves comprehensive roof repairs, including the removal and disposal of existing roof systems down to the deck. Contractors will replace damaged decking (up to 5%), install new aluminum drip edge, a self-adhering ice and water membrane, and new elastomeric expansion joints. The primary work includes installing new aluminum standing seam metal roofs with vented ridge caps (Sandstone/Slate Gray color), designed for a 150 MPH wind rating. Permanent fall protection will also be installed. Repair and refinishing of areas damaged or disturbed by new work are required. Clarifications from Amendment 0005 indicate that existing lightning protection is to be removed and not reinstalled, and downspout details require field verification and adherence to provided attachments.
Special Requirements & Environmental Compliance
Contractors must ensure the buildings remain watertight throughout construction. Submittals for material selection, colors, and remediation plans for existing hazardous materials (e.g., lead-based paint on fascia, potential asbestos) are mandatory. The work must comply with OSHA standards, various UFC criteria, IBC, NFPA, ABA, ADA, and ICC/ANSI standards. The Contractor Environmental Guide for MCB Camp Lejeune outlines extensive environmental regulations, waste disposal procedures, and compliance requirements that must be followed.

This is a Combined Synopsis/Solicitation with a contract completion period of 360 days after award. Award will be based on the Lowest Price. Liquidated damages are set at $880 per calendar day.
