Submission & Evaluation
Step One requires the submission of a technical proposal only, without any pricing information. Proposals will be evaluated based on:
- A-E Design Capabilities: Experience in design-build construction projects of similar scope.
- Schedule Plan: Ability to execute design and construction while minimizing operational impact.
- Economic, Financial, Skill, and Professional Solvency: Including a Spanish Classification Certificate (Group I, Subgroups 1, 5, 6, Category 2) and AT1 certification for high voltage electrical installations.
- Agreement with Subcontractor: If applicable.
- Organization Chart & Key Staff: Identification of key personnel (Project Manager, Designer of Record, Superintendent, Safety Officer) and their qualifications.
- Past Experience: 1-3 example projects demonstrating relevant design-build experience.
