This document provides instructions for submitting a technical proposal for the FA5575-26-B0002, RPR Sewer and Power Plant Genset & ATS, MULTI requirement. The procurement will use a two-step sealed bidding method.

Offerors must submit a technical proposal that meets evaluation criteria. The technical proposal shall NOT include prices or pricing information. The Government will review only one technical proposal per offeror.

• Submission Deadline: Technical Proposals must be submitted via e-mail by June 15, 2026, no later than 1500 hours local time.

• Evaluation: The Government will review technical proposals for acceptability. Offerors with acceptable technical proposals will receive an invitation for bids (Step Two) within one or two weeks.

• Technical Proposal Requirements:

  • Technical and Management Approach and Capabilities: Include proposed A-E design firm, experience with design-build projects, and a schedule plan for design and construction minimizing operational impact.
  • Economic, Financial, Skill and Professional Solvency: Demonstrate solvency, including a Spanish Classification Certificate (Group I, Subgroups 1, 5, 6, Category 2), and certification for high voltage electrical installations (not exceeding 30 kV, AT1). The main contractor must perform at least 25% of the work.
  • Agreement with Subcontractor: If applicable, provide a memorandum of agreement with key subcontractors.
  • Organization Chart: Include an organizational chart identifying roles and responsibilities of key personnel, teaming partners, and subcontractors.
  • Key Staff: Identify proposed key staff (Project Manager, Designer of Record, Superintendent, Safety Officer) and their qualifications, certifications, and specialized experience.
  • Past Experience: Provide 1-3 example projects demonstrating experience for the Bidder, Architect-Engineer Design Firm, and Construction Firm (as applicable).

• Bidders must hold current certification for the installation of high voltage electrical installations not exceeding 30 kV, AT1.

• The main contractor must perform at least 25% of the total work.

• No offeror will be compensated for submitting a technical proposal.

• Noncompliance with instructions may result in the technical proposal being deemed ineligible.

• Offerors must notify the Contract Officer in writing of any perceived errors, omissions, or ambiguities within seven (7) calendar days of the request release date.

• A-E Design Capabilities: Experience in design-build construction projects of similar type, scope, physical size, and dollar value.

• Schedule Plan: Ability to execute design and construction while minimizing impact on operations, including a preliminary summary schedule (Gantt chart) showing activities, critical path, and floats. Techniques to minimize basewide power outages should be used.

• Economic, Financial, Skill and Professional Solvency: This includes providing a Spanish Classification Certificate (original or notarized copy) and certification for high voltage electrical installations (if applicable). The bidder or subcontractor performing the work must hold current certification for high voltage electrical installations not exceeding 30 kV, AT1. The main contractor must perform at least 25% of the total work.

• Agreement with Subcontractor: A memorandum of agreement signed by the bidder and any key subcontractors, if the bidder will perform less than 100% of the work.

• Organization Chart: Identifying roles and responsibilities of key personnel, teaming partners, and subcontractors.

• Key Staff: Identification of proposed key staff (Project Manager, Designer of Record, Superintendent, Safety Officer) and their qualifications, certifications, and specialized experience, as well as the involvement of teaming partners/subcontractors.

• Past Experience: 1 to 3 example projects demonstrating experience in design-build project management, A-E design, and construction for similar type and scope projects. This should include best management practices and lessons learned.

• Submission Deadline: Technical Proposals must be submitted via e-mail by 26 May 2026, no later than 1500 hours local time, to specified email addresses.

• Evaluation: The Government will review technical proposals for acceptability. Offerors with acceptable technical proposals will receive an invitation for bids for Step Two.

• Noncompliance: Failure to comply with instructions may result in the technical proposal being deemed ineligible or unacceptable.

• The document references Spanish law and requires specific Spanish certifications, indicating a potential focus on entities operating within that jurisdiction or meeting those specific regulatory requirements.

• Offerors are cautioned that noncompliance with instructions may result in their technical proposal being deemed ineligible.

• The Government is not responsible for any costs incurred in preparing or submitting a technical proposal.

• Offerors believing there is an error, omission, or ambiguity must notify the Contract Officer in writing within seven (7) calendar days of the request release date.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to replace outdated permanent emergency generators and Automatic Transfer Switches (ATS) at the Base Power Plant (Bldg #212) and the Sewage Treatment Plant (Bldg #1215) of Morón AB, Spain, to ensure a complete and fully operational facility for base needs in compliance with US, Spanish, and NATO codes. The project also aims to minimize power outage time, incorporate maintainability and sustainable design principles, and ensure energy efficiency.

The project involves the design and build of a new permanent emergency generator with ATS and BP/IS for the Base Power Plant (Bldg #212), and a new emergency generator with ATS and BP/IS enclosed in a new transformer vault for the Sewage Treatment Plant (Bldg #1215). This includes electrical works, installation of new EPA-compliant generators, transfer switches, distribution panels, and associated connections. It also includes the replacement of existing overhead high voltage distribution systems with underground systems in the area.

The project is located at Morón Air Base, Spain. The total performance period is 730 calendar days, including design, preconstruction, construction, and finish activities, and accounting for average inclement weather days.

• The Contractor shall coordinate with the Contracting Officer for site visits at least ten (10) working days in advance, and attendance to the site visit prior to the design phase commencement is mandatory.
• The Contractor shall follow all instructions to comply with base access requirements and restrictions.
• The project is divided into two phases: Design and Construction. A single Notice to Proceed (NTP) will be issued for both phases.
• The Contractor shall submit design analysis, technical specifications, drawings, cost estimates, and GIS/topographic/GPR surveys at various stages of the design process.
• Environmental criteria, including the Integrated Natural Resources Management Plan for Morón Air Base and Final Governing Standards for Spain, must be followed.
• The Contractor shall provide training to Government personnel on the operation and maintenance of new equipment.
• A Stormwater Pollution Prevention Plan (SWPPP) must be incorporated into the project.
