Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for RSMeans Online Subscription Software in support of the DLA Enterprise. The Defense Logistics Agency (DLA) is seeking a follow-on to existing software. This announcement is the only solicitation, and written solicitations will not be issued. The acquisition is a 100% Small Business Set-aside.

• RSMeans Online Subscription Software.

• The offeror must provide a breakdown of unit prices for each item listed in the Bill of Materials (BoM).

• Offerors must comply with Section 508 accessibility requirements for Information and Communication Technology (ICT), including providing an Accessibility Conformance Report (ACR) using the Voluntary Product Accessibility Template (VPAT).

• Contract employees performing Information Assurance (IA) duties must meet DOD 8570.01-M requirements for training and certification.

• Contract Type: Firm-Fixed Price.

• Anticipated Period of Performance (PoP):

  • Base: June 1, 2026 – May 31, 2027
  • Option Year 1: June 1, 2027 – May 31, 2028
  • Option Year 2: June 1, 2028 – May 31, 2029
