• The solicitation references FAR clauses 52.212-1, 52.212-3, and 52.212-5.

• DFARS clauses are also incorporated by reference and in full text, including those related to payment instructions, health and safety, and contractor access to installations.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ), for the modification and restoration of existing Relocatable Simulator Shelters (RSS) at Joint Base Andrews (JBA). The purpose is to enable the installation of fuselage trainers essential for aircrew operations. The contractor will be responsible for temporarily modifying an RSS to allow delivery and placement of the trainer, and then restoring the RSS to its original condition.

• Temporary structural modification of an RSS to allow fuselage trainer delivery and placement.

• Restoration of the RSS to its original, fully functional condition upon completion.

• Provision of all required personnel, equipment, tools, materials, vehicles, supervision, and services.

• Detailed specifications are available in the PWS Attachment.

• The contract type is not specified, but it is a commercial item acquisition.

• Period of Performance/Delivery is detailed in the attached SF1449.

• Quotes must be submitted via email to the Contract Specialist and Contracting Officer by Tuesday, July 07, 2026, no later than 2:30 PM EDT.

• Technical acceptability and price are evaluation factors. Technical acceptability includes a statement of contractor capabilities and adherence to the delivery timeline.

Statement of Work (SOW) / Performance Work Statement (PWS)

To support the 89AW's executive airlift mission by providing robust and realistic training capabilities, this PWS outlines the requirements for modifying and restoring a Relocatable Simulator Shelter (RSS) to accommodate the installation of fuselage trainers.

• Remove a section of the rear wall of RSS #2 at Joint Base Andrews to facilitate the installation of fuselage trainers.

• Restore the RSS to its original, fully functional condition after trainer installation.

• Specific tasks include:

  • Removing roof caps, corner caps, and sealant.
  • Removing electrical components from the rear door and receptacles.
  • Removing and re-installing five (5) structural insulated wall panels.
  • Removing and re-installing one (1) horizontal i-beam.
  • Inspecting and testing the RSS to ensure structural soundness.

• The contractor is responsible for providing all necessary personnel, equipment, tools, materials, vehicles, and supervision.

• Performance must be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements in this PWS.

• The contractor must ensure the RSS is structurally sound and working properly after modifications.

• Location: Joint Base Andrews, MD.

• Phase 1 (Wall Modification): No later than 25 August 2026.

• Phase 2 (Restoration): Estimated start date of 10 September 2026, following the secondary contractor's fuselage trainer installation.

• Hours of Operation: 6:00 A.M. - 6:00 P.M., Monday through Friday, excluding Federal Holidays, unless coordinated otherwise.

• Security: All personnel must comply with installation security regulations. U.S. citizenship or appropriate documentation (Green Card, Work Visa, etc.) is required for personnel. State-issued driver's licenses are required for driving on base.

• Prohibited Items: Weapons are not authorized on JBA, with exceptions for certain combination tools. Illegal controlled substances are strictly prohibited.

• Government Furnished Property (GFP): The Government will not provide any equipment, fuel, personnel, utilities, or facilities. Basic lifesaving and life support measures will be provided only during emergencies.

• Training: The government will not provide any training; any special qualifications required must be confirmed by the contractor.
