Purpose & Scope

The project addresses insufficient High Pressure Air (HPA) capacity and aging storage vessels at AEDC, which are critical for testing activities. The primary objective is to deliver two new, independent, and fully functional HPA storage systems. The scope encompasses all engineering, design, analysis, procurement, demolition of legacy components, fabrication, installation, inspection, and testing.

Key Performance Parameters include:

  • Storage Capacity: 27,000 ft³ (Location 1) and 6,800 ft³ (Location 2).
  • Operating Pressure: No less than 4,400 PSIG.
  • System Integration: Seamless connection to existing HPA distribution with double-block-and-bleed valve protection.
  • Control System Compatibility: Exclusive use of Emerson RX3i PLCs, Proficy Machine Edition 9.5, and Cimplicity 9.5.

Technical and Site Constraints require:

  • Vessel Requirements: Integrally forged, single-wall construction (ASME BPVC Section VIII, Div. 1), Low Alloy Steel ASME SA-372 Grade L, 40-year design life, 94.8 ft³ minimum volume per vessel.
  • Site Installation: Within designated "Bottle Farm Location" boundaries, with potential for a pipe bridge at Location 2. The Government requires Unlimited Data Rights to all technical data, analysis, drawings, software, and code produced.

Contract & Eligibility

This is a Sources Sought (Request for White Papers) leading to potential Other Transaction (OT) for Prototype agreements. There is no set-aside specified, but offerors must demonstrate compliance with 10 U.S.C. § 4022 conditions, such as significant participation by a nontraditional defense contractor, all significant participants being small businesses/nontraditional defense contractors, or at least one-third cost-sharing from non-Federal sources. Interested parties must meet NIST SP 800-171 and CMMC Level 2 (Self) certification requirements to access protected documents.

White Paper Submission & Evaluation

White papers, not exceeding 15 pages, must be organized into sections covering:

  1. Technical Approach: Proposed concept, methodology, and how performance parameters/constraints are met.
  2. Company Experience & Key Personnel: 3-5 examples of similar projects, demonstrating experience with ASME piping/pressure vessel standards (especially high pressure).
  3. Schedule & Milestones: Notional schedule and assessment of Government-provided milestones.
  4. Cost: Rough Order of Magnitude (ROM) estimate by major cost elements.
  5. Compliance with 10 U.S.C. § 4022: Rationale for meeting one of the specified conditions.

Evaluation will focus on the clarity and feasibility of the technical approach, understanding of project objectives, demonstrated corporate experience, and credibility of the path forward. Selected respondents may be invited to submit full proposals.
